Do Guest Worker Programs Give Firms Too Much Power?, Peter Norlander

Guest worker programs allow migrants to work abroad legally, and offer benefits to workers, firms, and nations. Guest workers are typically authorized to work only in specific labor markets, and are sponsored by, and must work for, a specific firm, making it difficult for guest workers to switch employers. Critics argue that the programs harm host country citizens and permanent residents (“existing workers”), and allow employers to exploit and abuse vulnerable foreign-born workers. Labor market institutions, competitive pressures, and firm strategy contribute to the effects of migration that occur through guest worker programs.

This synthesis will explore the premise of a working outreach platform comprised of experiential methodology, and practical tools and strategies to serve the intended audience. The paper presents an in-depth example of a workshop curriculum created for middle-school aged youth, (12-14 years old), who may struggle with self-esteem, understanding their self-worth, and making responsible decisions. This paper is aimed at academic researchers considering the adoption of the Zaltman Metaphor Elicitation Technique (ZMET) as a qualitative data collection method. It is meant to warn about the practical difficulties and challenges that the inexperienced ZMET researcher might face on the field. It argues that while the use of ZMET can allow for a deeper exploration of issues with participants, there could be potential challenges and issues that a novice ZMET researcher could face. Several recommendations are provided on potential adaptions to the technique based on the author’s own experience.

Volunteering outside of one’s country and culture is a challenging endeavor. While abroad, international volunteers generally encounter a new language, culture, and lifestyle which can create challenges for volunteers. Pre-departure training can buffer and lend nuance to the difficulties that volunteers face. In Costa Rica, the organization Aliarse manages a volunteer project that experiences high volunteer attrition and incorporates minimal pre-departure training. This case study draws on quantitative and qualitative data collected from questionnaires and semi-structured interviews of former Aliarse volunteers over two months. This paper examines the most common factors that lead to voluntary employee turnover, and the implications employee turnover has on an organization. Additionally, this paper will consider the varying values and workplace expectations of different demographic groups such as Millennials, Generation X, Generation Y, and Baby Boomers and how such factors could influence voluntary turnover. A study is conducted from survey results gathered across a large span of generations that are currently employed.
