SHORTHANDED for many months, this journal heartily welcomes a new member to its Editorial Board, CALVIN H. MERRIFIELD. A member of the Kansas State College faculty since 1961, he is a professor in the department of psychology and counselor education, has bachelor's and master's degrees from the University of Missouri, a Ph. D. from the University of Wyoming, and has published articles in a number of professional journals. The paper analyses the impact of the two major pieces of legislation enacted by the Singapore Parliament in 1968. It also examines their impact on the industrial relations system and the reaction of the unions and the employees to them. The paper further attempts to identify the forces that are likely to change the system in the near future.

WE RARELY commission articles but are content for the most part to select what appears most suitable to our needs from the more than sufficient number that drop unsolicited on our desk. The pet industry is creating maximum danger for animals and minimal satisfaction for customers. The problem is not just the pet shop but the entire system that has been developed to supply it. None of.the major dog breeding states has laws governing breeding operations. There are even fewer laws governing pet shops.
