The prior appropriation doctrine has governed the allocation and use of water in the western United States since the 1850s. The shifting nature of water demand is bringing about changes in the traditional legal system. This conference will consider the fundamental principles of the prior appropriation doctrine together with the important new developments in the law now underway throughout the West.

The HSUS is working on several fronts to stop the exploitation of our nation's pets. In January, we were instrumental in establishing a coalition to abolish pound seizure-the practice of relinquishing pound and shelter animals for research purposes. Consisting of 11 of the country's leading animal welfare organizations, The National Coalition to Protect Our Pets will be working with local groups to outlaw pound seizure on a state-by-state basis. This study investigates the relationship between the remaining residents of Appalachian Eastern Kentucky's Red River Gorge area and their environment with special emphasis on the historical and current social factors that play a role in their refusal to vacate the area. For two decades, these people have faced the possibility of losing their land and homes to area development projects while they have simultaneously become aware of what it can mean to be labeled "Appalachian". A Perception Based Integrative Theory Of Individual Behavior In Organizations, John Edward Mathieu

The purpose of this study was to develop an integrative theoretical approach to the study of individuals' behavior in organizations, and to present an application of the approach to understanding the performance of Reserve Officer Training Corps (ROTC) cadets. Individuals' perceptions of the environment were proposed to exist at three levels of analysis: (1) psychological climate (i.e., individual); (2) group climate; and organizational climate. Further, climate perceptions were proposed to result from the simultaneous influence of objective (i.e., actual) situational characteristics, and individuals' needs and characteristics. The study examined the Black church laity's expectations of the urban minister regarding his involvement in specific social and political issues that confront inhabitants of urban areas. A survey was administered to individuals in Black churches of different protestant denominations in a Southeastern Virginia City in order to determine the degree of the laity's expectations. Specifically, the survey sought answers to the questions: Do Black church laity expect the minister to deal with socio-economic and political problems in urban areas? and, What particular urban problems do the laity expect the minister to offer leadership in facing or solving?
