Philip Lowry chose the title Green Cathedrals for his book on the baseball parks of America because of the religious devotion that baseball fans seem to bring to the sport, and the majesty of many of these parks, especially the older ones. Over the past summer my wife and I had the good fortune to visit three parks, representing three distinctly different eras in baseball history.

As I record this piece the baseball owners are meeting in Chicago to decide the future of Baseball Commissioner Fay Vincent. He has been under fire for several months now. The immediate issues are Mr. Vincent's use of his powers to force a realignment, an attempt he abandoned earlier this week, and his renewed challenge to the power of the superstations like WGN and TBS. Some owners see the Commissioner as too friendly to the players and would like to remove him so that they could fly headlong into a struggle to the death with the MLBPA. They would reopen …

Analysis Of U. S. Military Mobilizations, Demobilizations, And Peacetime Force Maintenance From 1890 To 1991, Gottfried Kloimwieder, Noel P. Owen

Military manpower management principles and policies are in constant flux as the military forces mobilize and demobilize during periods of war and peace. This study identifies trends in U.S. military manpower policies and procedures from 1890 to 1991. Major military conflicts reviewed are the Spanish- American War, World wars I and II, the Korean Conflict, the Vietnam War, and the Persian Gulf War. In all wars until Vietnam, post war active duty forces were larger than prewar forces. However, these active duty forces tended to be relatively small until the Cold War period. This tendency is driven by a combination …

A Methodology For Project Selection Using Economic Analysis And The Analytic Hierarchy Process, Jeffrey L. Battin, Thomas J. Bender

This study examined the applicability of a multiple criterion decision making method, known as the Analytic Hierarchy Process (AHP) , to economic analysis decisions involving project selection. Through a survey of the literature and current practices, it was determined that qualitative criteria were not adequately represented in a typical economic analysis of projects. Several MCDM methods were examined and the AHP was found to be the most promising technique to rate projects on a ratio scale. Two types of project selection problems, those involving nonmutually exclusive alternatives and those involving mutually exclusive alternatives, were examined. It was determined that the …

This study sought to develop a framework of factors which impact the success of offset agreements. These agreements have impacts on the U.S. defense industrial base, employment, the balance of trade, and the ability of the U.S. to protect its technology. Consequently, their study is important. A framework of twenty-two factors was developed through an extensive literature review and then tested against the offset proposals in the Korean Fighter Program (KFP). In the KFP case study, only one of the factors, high visibility of the product, appeared to differentiate between the two proposals and have an impact on the final …

The Industrial Core Projects are the basic capital intensity industries deliberately established by the Federal Government to provide material inputs for downstream industries. They include steel plants, refineries and petrochemical plants, paper mills, fertilizer, marble, sugar and cement companies. During the first half of 1992, the performance of most of the Industrial Core Projects was generally unsatisfactory with the exception of petroleum-based plants. Most of them operated low capacities due largely to inadequate funding. Other constraining factors were high cost of production due in part to poor infrastructural facilities and in part to a depreciated currency and stiff competition from …

This study examined the reparable logistics pipeline and identified characteristics and associated problems with the processing of Foreign Military Sales (FMS) repair and replace aircraft assets. Areas of investigation included examining the FMS logistics reparable pipeline and determining what section of the pipeline the USAF controls or can influence, identifying the individual problems within that section of pipeline, and collecting and analyzing data pertaining to FMS repair and replace requisitions. The methodology used in these areas involved a literature review, personal interviews with Foreign Liaison Officers to obtain customer perspectives, and a statistical analysis of pipeline times for all FMS …

This research evaluated current NASA organizational and logistical strategy processes to compare them with current academic theory and make recommendations to improve the processes. Various strategy theories were explored, resulting in a model synthesizing the various elements. The organizational, cultural, and political environment surrounding NASA was studied. Personal interviews were conducted and various NASA strategic plans and other documents were analyzed. From these activities emerged six recommendations: (1) Create a formal strategy process for NASA logistics (and NASA), (2) Tie logistics strategies directly to organizational strategies/goals, (3) Get logisticians from different functions/programs/centers to crossflow information, (4) Identify redundancies in logistics …

As has been the custom over the last several decades the Olympic games, and the trials, were plagued by drug scandals and disqualifications. Throw in a few accusations of illegal substance use and you have the international athletics scene in a nutshell. Three British athletes were sent home for drug violations which occurred before the games, a Chinese woman volleyball player and a Russian woman marathon runner were disqualified for use of stimulants, two Americans, a male hammer thrower and a female shot putter were disqualified for use of anabolic steroids, and countless others were disqualified before the games began. …

This thesis examines wage differentials between male and female faculty salaries at Western Kentucky University. A human capital model of salary determination is examined by using regression analysis on relevant personal and job characteristics of faculty members. A large portion of the wage gap between men and women is explained through differences in the personal and job characteristics. A portion of the wage gap remains unexplained, however, the probability of discrimination playing a substantial role in salary is very small.

While women's career development is beginning to be addressed in the literature, little is known about the variables which influence women's career achievement. The purpose of this study was to identify a subset of family variables which would predict career achievement for women. The 1992 Summer Olympics from Barcelona is less than a week old and already I am irritated by any number of things, but especially by NBC. Those who chart such things tell us that NBC will provide 161 hours of mostly taped coverage of the XXVth Olympiad. What they don't tell us is that of these 161 hours, approximately 10 minutes of each hour contains actual event coverage.
