Ethics, Evidence And International Debt, Julie A. Nelson Jun 2009

Ethics, Evidence And International Debt, Julie A. Nelson

Economics Faculty Publication Series

The assumption that contracts are largely impersonal, rational, voluntary agreements drawn up between self-interested individual agents is a convenient fiction, necessary for analysis using conventional economic methods. Papers prepared for a recent conference on ethics and international debt were shaped by just such an assumption. The adequacy of this approach is, however, challenged by evidence about who is affected by international debt, how contracts are actually made and followed, the behavior of actors in financial markets, and the motivations of scholars themselves. This essay uses insights from feminist and relational scholarship from several disciplines to analyze the reasons for this …

Motivated To Serve: An Empirical Examination Of Motivation And Consequences In The Public And Nonprofit Organizations, Sung Min Park, Jessica Word

Public Policy and Leadership Faculty Research

This article draws upon a sample of nonprofit and state government managers to examine the role that service motivation plays in both sectors. The research addressed three main questions: 1) what are the main motivational types and constructs of managers in the public and nonprofit sectors? 2) what differences exist between these sectors in terms of level of motivation? And 3) what are the long-term and short-term consequences of different types of motivation? Our findings suggest that in many ways public and nonprofit managers are similar in terms of the importance of intrinsic versus extrinsic rewards. Public and nonprofit managers …

Consumer Show Visitors: A Case Study , Kara Grau

Institute for Tourism and Recreation Research Publications

Tourism marketers often have a difficult time trying to weigh the costs and benefits of exhibiting at consumer shows. What defines success at a consumer show is different for each exhibitor, so a show that has great potential for one exhibitor may not be worth the effort and expense for another. In light of this, this case study was undertaken in an effort to answer several questions about attendees of the Washington Sportsmen’s Show, held in Puyallup, Washington in January, 2009.

Towards A Single European Sky, Yael Gruksha-Cockayne, Bert De Reyck Jun 2009

Towards A Single European Sky, Yael Gruksha-Cockayne, Bert De Reyck

Research Collection Lee Kong Chian School Of Business

We describe an integrated decision-making framework and model that we developed to aid EUROCONTROL, the European air traffic management organization, in its vital role of constructing a single unified European sky. Combining multicriteria decision analysis with large-scale optimization methods, such as integer programming and column generation using branch and price, our model facilitates the process by which the numerous European aviation stakeholders evaluate and select technological enhancements to the European air traffic management system. We consider multiple objectives and potential disagreements by stakeholders regarding the impact of proposed system enhancements and allow for different priorities for each key performance area. …

Re(Dis)Covering Organizational Forming: The Case Of Ireland’S Industrial Development Authority, Paul Donnelly Jun 2009

Re(Dis)Covering Organizational Forming: The Case Of Ireland’S Industrial Development Authority, Paul Donnelly

Conference papers

Organizational form, as an issue, has been the focus of attention since Weber’s formulation of the ideal-type bureaucracy. For organizational scholars, the very concept of form is at the heart of organization studies, such that “[w]here new organizational forms come from is one of the central questions of organizational theory” (Rao, 1998: 912). The Weberian “ideal type,” with its focus on the ontological possibility of identifying form, represents the inaugural moment in organization theory. Since that moment, and based on the need to say what is “organization” as the condition for having “organization theory,” it is a requirement of organization …

Flexible Work Arrangements (Fwas): Possible Public Policy Approaches, Workplace Flexibility 2010, Georgetown University Law Center May 2009

Flexible Work Arrangements (Fwas): Possible Public Policy Approaches, Workplace Flexibility 2010, Georgetown University Law Center

Memos and Fact Sheets

There is a range of ways in which public policy can help workplace flexibility become a norm in the American workplace. Indeed, the various bills introduced in the 110th Congress to increase access to FWAs, one component of workplace flexibility, represent a wide range of public policy approaches.

This document categorizes and characterizes these public policy approaches to help clarify the options that might be pursued to increase access to FWAs.

The Importance Of Intelligence In Combating A Modern Insurgency, Kevin Reamer May 2009

The Importance Of Intelligence In Combating A Modern Insurgency, Kevin Reamer

Journal of Strategic Security

Throughout history the world has been plagued by insurgencies. While the underlying causes of each new insurgency have been different, they are all similar in certain areas. This similarity entails that the effective countering of an insurgency can be turned into a science with a set of guidelines to follow based on conditions on the ground. Guidelines are important because insurgencies are flexible and to defeat them the counterinsurgency must be equally flexible if not more flexible. Good intelligence is critical to the success of an insurgency. With their small, poorly equipped forces, the leaders of insurgencies need to know …

An Analysis Of The Female Experience In The School Superintendency: Understanding Female Motivations For Assuming And Exiting The Superintendency With Relevant Applications For Mentoring Programs, Laura Allport Hammack May 2009

An Analysis Of The Female Experience In The School Superintendency: Understanding Female Motivations For Assuming And Exiting The Superintendency With Relevant Applications For Mentoring Programs, Laura Allport Hammack

All-Inclusive List of Electronic Theses and Dissertations

There were three primary purposes of this study. First, the study sought to increase the knowledge base of motivations that females hold for assuming the school superintendency while simultaneously comparing and contrasting results with male counterparts. Second, the study analyzed the degree to which motivations for assuming the superintendency were realized once the female assumes the position. The third purpose of the study was to analyze the degree to which female superintendents have profited from a role model, or mentor, to help them find their way through the unexpected anxieties while assuming the profession. 111 Of the 222 respondents, 32 …

Controlling The Cost Of Municipal Health Insurance: Lessons From Springfield, Robert L. Carey May 2009

Controlling The Cost Of Municipal Health Insurance: Lessons From Springfield, Robert L. Carey

Edward J. Collins Center for Public Management Publications

The study finds that, by joining the Group Insurance Commission (GIC), Springfield cut increases in its health care costs an estimated $14 million to $18 million over two years. It saved an additional $5 million per year by requiring eligible municipal retirees to enroll in Medicare Part B as a precondition of receiving supplemental health coverage from the City. These two actions, together, reduced increases in the City’s health care costs an estimated 15-19% annually, on average, with savings growth each year due to compounding. Furthermore, the study estimates that if the GIC continues its past pattern of keeping its …

Targeted Killing: Self-Defense, Preemption, And The War On Terrorism, Thomas Byron Hunter May 2009

Targeted Killing: Self-Defense, Preemption, And The War On Terrorism, Thomas Byron Hunter

Journal of Strategic Security

This paper assesses the parameters and utility of “targeted killing” in combating terrorism and its role within the norm of state self-defense in the international community. The author’s thesis is that, while targeted killing provides states with a method of combating terrorism, and while it is “effective” on a number of levels, it is inherently limited and not a panacea. The adoption and execution of such a program brings with it, among other potential pitfalls, political repercussions. Targeted killing is defined herein as the premeditated, preemptive, and intentional killing of an individual or individuals known or believed to represent a …

Al-Qaeda In The Lands Of The Islamic Maghreb, Gregory A. Smith May 2009

Al-Qaeda In The Lands Of The Islamic Maghreb, Gregory A. Smith

Journal of Strategic Security

This paper is organized into four chapters that focus on the terrorist group Al Qaeda in the Lands of the Islamic Maghreb (AQIM). The four chapters examine different facets of the collective environment that have allowed AQIM to succeed and even thrive at times. The first chapter begins with Algeria’s war of independence with the French. The second chapter focuses on the nomadic Tuareg people. It seeks to show how the Tuaregs were deprived by French occupiers and how European colonization cost the Tuaregs access to vital trade routes used for centuries. The third chapter will very briefly examine Algeria’s …

Fragility: The Next Wave In Critical Infrastructure Protection, Allan Mcdougall May 2009

Fragility: The Next Wave In Critical Infrastructure Protection, Allan Mcdougall

Journal of Strategic Security

In North America today, we are about to embark on a significant effort to repair, or even upgrade, many aspects of our infrastructure. Many of these efforts are linked to economic recovery packages. Others are based on sheer need. The challenge for decision makers and planners involves ensuring that scarce economic resources are put to their best use. Understanding the concept of fragility plays a pivotal part in reaching that understanding.Fragility, like many other systems—particularly Information Technology (IT ) systems—works on the concept of subjects and objects. Subjects are those entities that seek to exploit the services (or capacity) offered …

Taxing Under The Influence? : Corruption And U.S. State Beer Taxes, Per G. Fredriksson, Stephan Gohmann, Khawaja Mamun

WCBT Faculty Publications

This article examines the effect of state level corruption on state beer taxes in the United States. Our lobby group model predicts that corruption reduces the beer tax, but this effect is conditional on the level of alcohol-related vehicle deaths. Using a panel of state level data from 1982 to 2001, we find that increased corruption is associated with lower state beer tax rates. The magnitude of the effect, however, declines with increases in alcohol-related traffic deaths. Our findings suggest that future empirical work estimating the effect of alcohol taxes on alcohol-related traffic fatalities should treat alcohol taxes as endogenous.

The U.S. Economic Crisis: Another "Lost Decade"?, Paula Chungsathaporn May 2009

The U.S. Economic Crisis: Another "Lost Decade"?, Paula Chungsathaporn

Honors College Theses

America is experiencing the worst economic downturn since the Great Depression originating with problems from mortgage backed securities and seeping into every major sector in the economy. We have witnessed the downfall or government takeover of some of the most powerful companies in the country, contributing to the highest unemployment rate America has seen in decades. During the 1990s, Japan experienced what is commonly referred to as “the lost decade,” a period of prolonged stagnant growth. Many similarities can be drawn between the current U.S. crisis and the Japanese crisis of the late 90s. The macroeconomic conditions that caused the …

Telework In The Federal Government: The Overview Memo, Workplace Flexibility 2010, Georgetown University Law Center

Memos and Fact Sheets

Flexible Work Arrangements (FWAs) alter the time and/or place that employees work on a regular basis in a manner that is manageable and predictable for both employees and employers.1 Telework, also called telecommuting, refers to an FWA that enables an employee to work from an alternative place to the employer’s usual worksite, typically home or a satellite work center. Telework technically refers to work performed with the use of a telecommunications connection to the workplace (e.g., computer, telephone), but the term is also

An Overview Of Early Laws Increasing Access To Flexible Scheduling And Reduced Hours In The Federal Workforce, Workplace Flexibility 2010, Georgetown University Law Center

Memos and Fact Sheets

The Federal Employees Flexible and Compressed Work Schedules Act (FEFCWA) authorizes, but does not require, agencies to offer alternative work schedules to employees. FEFCWA permits employees to designate non-traditional arrival and departure times, centered around core agency hours, and to experiment with four-day workweeks or other compressed schedules. Under the law, implementation and employee utilization of alternative work schedules depends on management support and leadership.

The Impact Of Terrorism On Business, Michael D. Larobina, Richard L. Pate

WCBT Faculty Publications

Terrorism has in one form or another been a part of society throughout history. Since the September 11, 2001 attacks in New York, the world community has been more focused on terrorism than ever before in most recent modern history. Terrorism has impacted multiple levels of society across the world community. One of those levels is the business environment. A specific aim of terrorism is to disrupt and destroy ongoing businesses. Therefore, the ability of governments to disrupt and destroy terrorism is essential to the continued growth and expansion of the world economy. Terrorism will directly impact a country's ability …

The Injustice Of Justice: The Pursuit Of A Harmonious, Just, And Merciful World, Robert W. Boyle Apr 2009

The Injustice Of Justice: The Pursuit Of A Harmonious, Just, And Merciful World, Robert W. Boyle

Pell Scholars and Senior Theses

There is no one universal definition of Justice. Such a limited view of right and wrong conflicts with our infinitely diverse world. The key to a harmonious global community is that justice is malleable and fluid, similar to water, where it can take the shape of its environment while still retaining the properties of fundamental rights. Our world will never come to a universal agreement on justice, due to the deeply embedded cultural beliefs and differing views, so a single understanding of justice is impossible. If the world can have a baseline understanding of right and wrong and the flexibility …
