Whereas, in many OECD countries strategic planning in health care has been in evidence since the 1970s, in Ireland the emergence of strategic management processes in health care planning didn’t occur until the 1990s.

This paper reports on part of a comparative study of health services planning in Ireland and in Canada. How can the strategic management of the Irish health services in the form of service planning be implemented? Removing hazardous fuels to reduce the risk of wildfire has become a priority for land managers across the United States. Utilizing biomass taken from forests to cover the cost of fuel reduction is an attractive ideal. Effective utilization could also address important national challenges such as improving forest health, increasing domestic energy supplies, reducing carbon emissions, and revitalizing rural economies. However, getting woody biomass from the forest to the consumer is economically and logistically difficult, and efforts to make biomass utilization profitable have been disappointing so far. This article presents a critique of the Copenhagen Consensus Center's(CCC) exhaustive study on transnational terrorism, published in 2008.The implications of this study are controversial, yet highly relevant in today's economic environment. The Obama administration must come toterms with fiscal realities that will challenge budget priorities and invigorate what will undoubtedly prove to be tough negotiations on Capitol Hill for homeland security dollars. It is proposed here that standard economic tools such as benefit cost analysis, cost effectiveness criteria, and simulation models can help identify areas where security can be either extended or improved using fewer resources. The growing threat to international shipping in the Gulf of Aden and neighboring regions from pirates operating off the shores of lawless Somalia has engendered an unparalleled global response. Over the past year, numerous international security organizations as well as national governments have organized many separate multilateral and single-country maritime security operations in the Horn of Africa region. This article presents a strategic, operational, and tactical analysis of information currently available on the state of bio-weapons development by non-state actors, primarily Islamist jihadists. It discusses the evidence supporting a practical assessment that non-state actors have begun to acquire, and in the near-term intend to employ, bio-weapons. Decision Support For Countering Terrorist Threats Against Transportation Networks, Richard Adler, Jeff Fuller

This article presents a dynamic decision support methodology forcounter-terrorism decision support. The initial sections introduce basic objectives and challenges of terrorism risk analysis and risk management. The remainder of the paper describes TRANSEC, a decision support framework for defining, validating, and monitoring strategies focused on managing terrorism risks to international transportation networks. The methodology and software tools underlying TRANSEC are applicable to other homeland security problems, such as critical infrastructure and border protection.

Since the events of September 11, 2001, the U.S. population has a heightened awareness that tragedies can and do strike ordinary people without warning. The same can be said for the unfortunate abundance of campus shootings, where the next "9/11" occurred in 2007 on the campus of Virginia Tech. Yellowstone National Park Visitors: A Seasonal Analysis, Christine Oschell

This report is part of a series that examines visitors in gateway communities of both Glacier and Yellowstone National Parks with the purpose of understanding the lifestyle, habits, values, demographics and travel characteristics of visitors to the parks. This report details only the results of Yellowstone visitors and presents the results by the season in which the visitors were intercepted (spring, summer and fall, 2008). The findings suggest that visitors to Yellowstone do not differ significantly, regardless of season of visitation, in their lifestyles, habits, preferred experiences or values.

This report describes the work program and results of the "Statewide Boating Access Facilities Inventory and Economic Study Including a Pilot Study for Lee County, Florida" commissioned by the Florida Fish and Wildlife Conservation Commission (FWC) in 2005. The study was funded in part by a grant to the FWC from the U.S. Fish and Wildlife Service and by Lee County. The scope and objectives of the study are summarized in the introduction, and the subsequent sections report on the various components of the study.

Most container terminals in the world today are operating up to their capacities. In this paper, we have developed a decision support system to optimise yard operations by considering all container flows (import, export and transshipment) through the yard with the view to improving the terminal performance and efficiency. In another paper, we proposed an optimisation model that determines optimal container locations and straddle carrier (SC) movements with the objective of minimising the overall storage and handling cost of containers.
