The pace of economic recovery slowed in the large metros of the Intermountain West in the first quarter of 2011. Widespread but slowing output growth was coupled with much slower improvement in the labor market, where for the first time the region’s unemployment rate edged above the nation’s. The weight of a still-depressed housing market slowed recovery further. Overall, the differing courses of the region’s 10 major metro economies since the beginning of the recession can be characterized by relatively strong bouncebacks to the north and east of the region and more sluggish and protracted slogs to the south and …

Using Monte Carlo Simulations To Establish A New House Price Stress Test, James R. Follain, Seth H. Giertz

The focus of this paper is on the house price stress test (termed ALMO) that was designed to assess the fiscal strength of Fannie Mae and Freddie Mac and, if necessary, to trigger remedial action in order to avert a crisis. We assess whether the ALMO stress test was an adequate representation of an extremely weak housing market, given the best available information leading up to the Great Recession. A Monte Carlo simulation model is developed to estimate the severity of low probability events (i.e., severe house price declines). It is recommended that the City of Guadalupe prepare and implement a small-scale business expansion and retention program using existing service providers in the area. This type of program model seems to hold the most potential for Guadalupe. A mixed-methods approach including in-depth cases studies of existing economic development programs and an analysis of opportunities and constraints in Guadalupe informs a set recommendations for future economic development in the City. Building on existing literature and research that identify nonprofits as agents of democracy, this research explores how community-based organizations (CBOs) advance social change. Strategically placed to improve social and economic security for individuals, families, and communities, CBOs have unique characteristics, successes, and challenges. The study seeks to understand, document, and apply these in building theories for use by practitioners, academics, public officials, and people living the experiences that public policies address. The research articulates a new model of social change, wherein individual transformation, organizational growth, community strengthening, and public policy work together in dynamic and complementary spheres.

This paper uses several case studies to look at the dialogic relationship between the Obama administration and the alternative agrifood movement. We evaluate the case studies based on criteria developed from the agroecology literature and literature on food security, agrarianism, and the alternative agrifood movement as a whole. Additionally we compare the policy tools utilized and the funding levels of each of the cases. Our findings suggest that the Obama administration is committed to tackling issues of food security and promoting the well-being of small- and mid-scale farmers and their local agrifood economies. A Multilevel Examination Of Proactive Work Behaviors: Contextual And Individual Differences As Antecedents, Travis P. Searle

In this study, the process through which individual differences (i.e., proactive personality, psychological empowerment, and servant leader characteristics at level-1) and contextual differences (i.e., servant leadership characteristics at level-2) are antecedents to proactive work behaviors (i.e., problem prevention, individual innovation, voice, and taking charge) was tested. Results indicated that psychological empowerment partially mediated the relationship between proactive personality and individual innovation. Psychological empowerment fully mediated the relationship between proactive personality and taking charge. Proactive personality was indirectly related to problem prevention, via psychological empowerment. Psychological empowerment was directly related to voice. In addition, servant leader characteristics at level-1 were positively …

It is anticipated that this thrift store would bring in additional revenue and also benefit their current programs. The history of regulation in the U.S. economy shows a cumulative growth of government involvement in private enterprise that has helped business at times and has been at odds with business at other times. The wavering views on how much regulation is warranted change over time and cut across political and philosophical ideologies. For example, in the first two years of President Barack Obama's administration there was a push for new and large increases in regulation of healthcare and financial markets along with intervention into public markets with massive spending to bailout automakers and financial institutions.

One of the central mechanisms of the Strategic Management Initiative (SMI) (Government of Ireland 1996) is the devolution of accountability and responsibility from the centre to executive agencies. Service planning was introduced in the Irish health care sector as part of this strategic planning ethos. This paper reports on a study that examined both the intent and the consequences of implementing legislatively mandated planning in the Irish health services, in the context of significant organizational change. While the importance of logistics service competency is widely acknowledged, more research is needed to investigate its antecedents. In this conceptual paper, we synthesize extant marketing and logistics/supply chain literature and propose a new concept - logistics service orientation, which consists of both logistics service’s internal and external market orientation. It is argued that a firm’s logistics service orientation has direct impacts on its logistics service performance. In addition, it is also proposed that this impact can be indirectly achieved through enhanced internal integration. Oman’s manufacturing sector has shown promising growth during the past decades. This paper analyzes the role of the manufacturing and export sector in economic growth and development. Then, after analyzing government policy toward manufacturing in Oman, this paper uses research gathered from companies in Rusayl to determine the biggest problems currently facing manufacturing in Oman and the effectiveness of government policy toward the sector. Problems found included excessive bureaucracy, Omanization, and transport costs. These findings were then presented to the appropriate public institutions, with their reactions documented. Driver Safety And Motor Carrier Profitability: Identifying And Understanding Drivers In The Fleet, John L. Kent, Ronald L. Coulter, Mary Coulter

The objective of the study was to quantitatively explore truck driver safety records in an effort to determine and classify various types of drivers. Six safety variables relating to the number of safety points each driver had accumulated were analyzed using a cluster analysis procedure on 368 active drivers. The results of the study identified three clusters of drivers. Over 49.3 percent of the drivers were identified in a cluster labeled as the “Best Drivers.” The label “Ticket Magnets” was given to 23.6 percent of the drivers, and 27.1 percent of the sample was given the label “Accident Prone.” The …

Passenger rail service is perceived to provide important benefits to Michigan communities. However, the extent of these benefits has never been quantified in a systematic way. The study reported on here involved the performance of a broad based assessment of the community level benefits of passenger rail serv ice. The main objective of the research project was to estimate the full range of these benefits at the community level, as opposed to at the state level. Benefits were estimated for individual travelers, Amtrak expenditures, and local businesses. This research indicates local communities currently realize $62.0 million annually in benefits. Since 1998 the State of Minnesota has funded the building of the Xcel Energy Center, Target Field, and TCF Bank Stadium. The focus of this research is to locate voting trends within the Minnesota House of Representatives towards these venues. I recorded the votes of each member on the legislation approving these venues from the Minnesota Journal of the House and then constructed data sets for all three buildings. From this data, trends emerge potentially linking the voting tendencies of members based on party, gender, and geographical location of their district. Neighborhood casinos—gaming properties that target a primarily local market—are an influential feature on the Las Vegas cultural landscape. Such institutions reveal a number of geographical patterns that have important implications in gaming and place studies. The distinguishing characteristics of neighborhood casinos underscore the importance of proximity to a market, a focus that is evident in their advertising strategies. Additionally, the prominence of such casino-resorts within their respective neighborhoods makes them important symbols and indicators of the character of the surrounding community. These unique institutions teach lessons that can potentially be extrapolated to other gaming markets around the country.
