Recent literature on the behavior of rising powers in digital trade and data governance highlights their discourses of data sovereignty and desire to preserve domestic policy autonomy. This article contributes to the literature by employing a political economy lens that shifts the focus from the nation-state/inter-state framework towards the dynamics of state–capital relations, allowing for a more historical and contextual understanding of the geopolitics of data governance in emerging economies. In her important book, Unwired: Gaining Control Over Addictive Technologies, Gaia Bernstein illustrates the value of a comparative approach, drawing lessons from fights around the regulation of tobacco and ultra-processed food for the regulation of social media. Building on Bernstein’s work, this symposium contribution aims to draw additional insight from experience with drug and gambling regulation for the regulation of social media, video games, AI, and other potentially-addictive technologies.

However, grid-cell data often fails to represent the actual decision-making unit, leading to biased estimates in socio-economic analysis. To this end, this paper presents a comprehensive parcel-level dataset for Salt Lake County, Utah, spanning from 2008 to 2018. This dataset combines detailed spatial and temporal data on land ownership, land use, and preferential farmland tax assessments under the Greenbelt program. Nonprofit organizations have long underinvested in leadership development, potentially hindering their ability to fulfill their missions effectively. This study examined the use of nonprofit organization sabbaticals that give executive directors time away while building the leadership capabilities of the interim leader. This research explored the on-the-job leadership development of six individuals who served as interim leaders in southern California nonprofit organizations during their executive directors' participation in a 3-month, foundation-funded sabbatical program.

U.S. special operations forces (SOF) operate in volatile, uncertain, complex, and ambiguous (VUCA) environments that demand cognitive clarity, emotional regulation, and relational presence. While previous research on SOF readiness has addressed physical fitness, resilience, and sleep, little attention has been given to the psychological dimensions of rest and their implications for leadership. This thesis examines how state-level environmental, social, and governance (ESG) regulations influence corporate ESG performance in the United States. Using a panel dataset that combines state ESG legislation, firm-level ESG scores from S&P Global, and financial data from Compustat (2019–2024), I employ fixed-effects regression models to analyze the relationship between state ESG regulations and corporate ESG performance. The analysis incorporates firm and year fixed effects to account for unobservable heterogeneity across companies and time, while controlling for firm-specific characteristics. Study participants included public managers of social and human service agencies within government or nonprofit organizations, as learners for whom the tools were designed; and instructional design professionals, offering expert opinions regarding the design of tools for adult learners. Port infrastructures are critical to global trade, handling over 80% of the world's cargo by volume. However, their increasing reliance on digital technologies has exposed them to a wide range of cyber threats. This paper provides a comprehensive analysis of cyberattacks targeting port infrastructures from 2011 to the present. We examine the types of attacks, geographical distribution, notable incidents, and underlying vulnerabilities. Additionally, we discuss mitigation strategies and future directions for enhancing cybersecurity in the maritime sector. Our findings highlight the urgent need for robust regulatory frameworks, advanced technological solutions, and collaborative efforts to safeguard critical port operations.

What Role Do Finance Ministers Play In Political Business Cycles? Evidence-Based On A New African Dataset, Christine Olivia Strong

This study investigates how the personal characteristics of finance ministers influence political budget cycles in Africa. Using a new dataset covering 300 finance ministers across 23 countries from 1980 to 2020, we find that political budget cycles primarily take the form of increased government consumption during election years. Ministers with prior central banking experience are less likely to amplify spending in election years, effectively curbing political budget cycles. These results remain consistent after accounting for institutional quality, ministerial tenure, and other confounding factors.
