The Civil Rights Act was enacted more than 5 decades ago, and its provisions forbade discrimination on the basis of race in hiring, promoting, and firing. Yet some researchers argue that racial discrimination issues are still prevalent in the United States. They contend that modern racial discrimination is more covert and takes the form of racial microaggressions, which are subtle conscious or unconscious insults and derogatory attitudes directed towards minorities. Researchers have not fully addressed the prevalence of racial microaggressions in U.S. workplaces, however. Flood is the most frequent and costly of U.S. natural disasters with losses expected to increase due to climate change. The National Flood Insurance Program (NFIP) mandates flood insurance purchase for properties with federally backed mortgages in the 100-year floodplain. We propose that mandatory flood insurance purchase be extended to all property in the 500-year floodplain. Following flood events, payments would be directly provided for more properties that suffer flood loss, reducing federal disaster aid spending. The mandate could put more pressure on local governments to increase their Community Rating System score, such as through infrastructure investments and management practices …

China's "Mercantilist" Government Subsidies, The Cost Of Debt And Firm Performance, Chu Yeong Lim, Jiwei Wang, Cheng (Colin) Zeng

Research Collection School Of Accountancy

China has been adopting a “mercantilist” policy by lavishing massive government subsidies on Chinese firms. Using hand-collected subsidy data on Chinese listed companies, we find that firms receiving more subsidies tend to have a lower cost of debt. However, such firms fail to have superior financial performance. Instead, firms with more subsidies tend to be overstaffed, which demonstrates higher social performance. These results are mainly driven by non-tax-based subsidies rather than tax-based subsidies. Overall, our results suggest that the Chinese government uses non-tax-based subsidies to achieve its social policy objectives at the expense of firms’ profitability.

Knowledge has been recognized as an important resource that should be carefully managed in order to enhance organizational competitiveness. Therefore, it is important to manage knowledge resources that have been learned and stored in organizations. Several scholars in the public administration literature have examined whether public service motivation (PSM) can help employees share their knowledge in ways that contribute to the effective functioning of public organizations. This report summarizes results from a survey administered in spring 2018 to 501(c)(3) charitable benefit nonprofit organizations across Oregon. The survey was developed by Portland State University in collaboration with the City Club of Portland’s Earthquake Report Advocacy Committee (CCERAC) and the Nonprofit Association of Oregon (NAO), following Sutton & Tierney’s (2006) and Ritchie, Tierney, & Gilbert’s (2010) classification and previous survey. Based on the survey distribution process, primarily through NAO, PSU’s Nonprofit Institute, and other nonprofit and public agencies’ networks, these survey results are based on a convenience sample of nonprofits that responded to the survey. This paper examines the extent to which a change in the cost of car ownership affects the house price gradient with respect to distance from the central business district (CBD). Theory suggests that if the cost of car ownership increases, then people will shift towards other modes of transportation, thus reducing house prices farther away from the CBD. However, the cost of car ownership is likely to be endogenous and correlated with various unobserved factors that also contribute to a change in the house price gradient. To obtain causal effects, we exploit a unique feature of Singapore’s car registration process. …

Searching The Internet To Estimate Deer Population Trends In The U.S., California, And Connecticut, G. Webb

Information for decision making may be publicly available, but costly to obtain. As an experiment in environmental scanning, the internet was searched on a daily basis over several years to collect information and provide analysis related to decisions on deer management. The process discovered that, contrary to common assumptions, the U.S. deer population has apparently been falling since about the year 2000 based on analysis of available state data that had not been aggregated. In some cases, state population estimates were created using standard procedures on available data. Results indicate that differences in survey methods appear to be relatively constant …

This paper explores the discursive development of taxation within budget speeches in two countries, the Republic of Ireland and the United Kingdom, from 1970 to 2015 by means of a corpus-assisted discourse analysis. We ask the following questions; how have discourses of taxation developed diachronically in both countries, what are the similarities and differences in the observable discourses across both countries, and for whom and how are these discourses legitimised? Canines for Disabled Kids have been working on behalf of children and their families to educate communities and promote service dog partnerships for almost twenty years. Their advocacy with local legislatures, business owners, and community leaders highlighted the difficulties encountered when differentiating service dogs from emotional support/comfort dogs. Service dogs are entitled to access by the Americans with Disabilities Act (ADA), while emotional support/comfort dogs are not protected under the federal statute or to the same rights. Firms invest significant resources in their ethical infrastructure to influence the ethical decision-making of employees. The advent of mobile technology has extended the frontier of interventions that may discourage unethical behaviour, through the use of ubiquitously-present mobile-based moral cues. I conducted a prospective, randomized field experiment, to study how a ubiquitous moral cue may positively enhance ethical decision-making. Sales professionals working in a pharmaceutical firm in China were assigned randomly by teams to either receive, or not, a mobile application from their firm’s compliance department. This article examines Give Local America 2016, a giving day beset by a technology failure that created challenges for donors and community foundations throughout the United States, and explores the experiences of donors as giving day participants.

Philanthropic giving days have gained popularity as opportunities for community foundations to engage new donors, create excitement about organized philanthropy, and democratize charitable giving. This article, examining survey data collected after a giving day led by a community foundation in northern Illinois, provides unique insight into donor satisfaction levels, opinions, and giving patterns.

The gaming governance system in Singapore is a very well-known and internationally renowned model. Singapore began to launch their gaming regulation system in 2005 by establishing a national framework on gambling prior to opening two integrated resorts in the country in 2010 (Winslow, Cheok, & Subramaniam, 2015). In contrast, the South Korean “model” is much less renowned. Though there have been discussions about introducing full-scale integrated resorts, the government currently allows South Korean citizens to gamble in only one property - Kangwon Land (Research, 2016). Funders regularly collaborate to leverage their influence, channel their funding, and mobilize grantees in the same direction. Our sector’s default assumption is that more collaboration is better — even as too many collaborations end with a whimper instead of a bang. Why do some funder collaborations flourish, and others flounder?

The William and Flora Hewlett Foundation and Education First participated in a half-dozen joint funding efforts to support the success of the Common Core State Standards in the nation’s K–12 public education system. Looking critically at these efforts, we learned lessons about why some collaborations are more effective.

Effective coalitions need leaders who are able to reach beyond individual, group, and sectoral boundaries to advance a shared vision for healthy and thriving communities. The Robert Wood Johnson Foundation partnered with the Center for Creative Leadership to create a one-year pilot, the Community Coalition Leadership Program, to test a new approach to providing training in collaborative leadership.

Philanthropic employees have been cautious in implying that they are pursuing a career in philanthropy. Karl Stauber (2010) presented an argument in support of such caution: that philanthropy failed to meet all seven standards posited by Burton J. Bledstein, that when met, define a profession.

Foundations have been described as black boxes — implying that we know very little about what happens between inputs and outputs. We do know that they operate in dynamic environments and must adopt strategies to be effective in the face of change. This article, which examines the strategies of 29 foundations operating in one southeastern state, provides fresh insights into how foundations fulfill their missions.

The article is based on a research study that used semistructured interviews to explore how foundations approached grantmaking. Interviewees discussed the multiple and simultaneous roles played by grantmakers in addition to their traditional check-writing function. …
