Your Community Gets A B-: Analysis Of The Specific And Curious Realm Of Airport Bond Rating, Richard W. Hawkins, Stephen A. Lemay, Peter M. Ralston
Journal of Transportation Management
Commercial airports are publicly-owned transportation infrastructure, usually funded with bonds. The bond rating decision for these entities thus has important ramifications for bond investors, issuers, airport managers, and even the communities the airports serve, but the rating decision process is not well understood. This paper discusses a simulation of the rating process in two decision environments, including a downgrade. The effect of information framing in an environment of incomplete data is examined using amateur evaluators. Amateur evaluators were utilized to understand how people with limited financial analysis skills would respond when presented with incomplete information and a primed scenario. The …

In a highly competitive price-driven industry, carriers are continuously searching for opportunities to differentiate their offerings, minimize operational costs, and appeal to shippers. At the same time, environmental sustainability has evolved from being trendy jargon into a requirement for competitive supply chain management. It is at the intersection of these two modern topics that the current study identifies a new carrier selection attribute based on a specialized type of green management information system. The past five years have seen unprecedented changes transform the way goods are moved around the world. The expanded Panama Canal now permits larger vessels as well as simultaneous transits in each direction. Coincidently, steamship lines began purchasing a new generation of bigger ships, forcing ports in the United States to make very large investments in new infrastructure. When examined within the context of other environmental events impacting global trade, the total effect has been to put the maritime industry into a state of flux. Trade and business associations and professional membership societies like many other political interest groups in the United States advocate and lobby their interests in the policy arena. Yet, we lack the understanding of how organizational capabilities shape different forms of political engagement in trade and professional associations. Research on the political involvement of tax-exempt organizations has been focused on charitable nonprofits. As the population of cities in the western United States continues to boom, the demand for retail and wholesale food has followed suit. To deal with the accompanying increase in traffic and congestion from population and business growth, the city of Portland planned to increase bikeways and reduce the use of single-occupant vehicles to less than 30% of total commuters by 2026. Despite efforts to decrease dependence on vehicles, traffic congestion in Portland

In many parts of the U.S., rents and housing prices are rising faster than household incomes. Low-income families have always been stretched to pay for housing without sacrificing other necessities. In recent years, housing costs have become a larger source of financial stress for middle-income families. While homeownership has been the primary channel for wealth building in the U.S., two recent trends raise questions about whether this is a viable strategy. First, many homeowners suffered severe financial losses due to housing price declines during the Great Recession (2007-2009). Hurricane Harvey was an astonishingly destructive Category Four hurricane that made landfall in South and Coastal Texas. This destructive storm left numerous people dead and thousands displaced. It created record levels of flooding damaging over 200,000 homes, businesses, and facilities. Harvey’s disaster destruction will have lasting impacts on Texas, and beyond, for months to years of repair. A group of students, from a variety of Masters programs, set out with the goal to serve those affected by the hurricanes. The Quality Improvement Center for Workforce Development (QIC-WD) partnered with the Virginia Department of Social Services (VDSS) in 2017 to conduct research examining the efficacy of technology interventions aimed at reducing child welfare staff turnover and improving child welfare outcomes. Virginia is a state-supervised, countyadministered child welfare system. The state elected to study the implementation of and outcomes from job modernization technology interventions in 18 localities. These 18 localities represent a workforce of approximately 450 of the state’s 2,200 frontline staff. The intervention is occurring in multiple phases: (1) transcription services; (2) a mobility technology application; and (3) a Comprehensive …

This study examines the e-waste stream in urban Arusha, answer the questions of where electronics go, how people usually dispose of them, if people are aware of the impacts of e-waste, and what next steps are necessary. The study took place in November 2019 in urban Arusha, Tanzania. Through snowball and convenience sampling in 4 quotas (community members, electricians, business members, and a policy maker), the study finds that there is no place for the proper disposal of e-waste in Arusha. Many electronics are disposed of improperly by being put into the landfill or burned. Most participants were unaware of …

Air Force Space Programs: Comparing Estimates To Final Development Budgets, Christopher Elworth, Edward D. White, Jonathan D. Ritschel, Gregory E. Brown

This article analyzes how development budget estimates, as reported in the Selected Acquisition Reports, change over time for primarily Air Force space programs. Government acquisition policy emphasizes the importance of developing an accurate point estimate for programs to ensure program budget efficiency; however, statistics imply space programs tend to underspend at the beginning of the program and to overspend at the end of Initial Operational Capability. This suggests new phasing methods that reflect the unique needs of space and perhaps other developmental-type programs by allocating more of the budget in later years rather than at the beginning of the program, …
