Time-Consistent Optimal Fiscal Policy Over The Business Cycle, Zhigang Feng

This paper examines a dynamic stochastic economy with a benevolent government that cannot commit to its future policies. I consider equilibria that are timeconsistent and allow for history-dependent strategies. A new numerical algorithm is developed to solve for the set of equilibrium payoffs. For a baseline economy calibrated to the U.S. economy, the capital income tax with the highest social welfare is slightly procyclical, while the labor income tax is countercyclical. Compared with the data, this equilibrium provides a better account of the cyclical properties of U.S. tax policy than other solutions that abstract from history dependence. The welfare cost …

A substantial number of management and psychology studies have examined the positive effect of goal setting on organizational outcomes (Locke & Latham, 1990, 2002). Conceptually, goal setting theory is as applicable for motivating an employee in the public sector as it is for motivating an employee in the private sector (Latham, Borgogni, & Petitta, 2008). There have, however, been relatively few studies that have examined employee motivation as a linking mechanism between goal setting and employee performance in the context of public sector organizations (Perry, Mesch, & Paarlberg, 2006; Wright, 2001, 2004). In 2008, the Central Bank of Ghana launched the first ever biometric money, e-zwich, in hopes of promoting branchless banking and financial inclusion. Despite been hailed as an innovative policy aimed at transforming the financial industry of the country e-zwich has yet to realize its full potential. A number of studies has been conducted to highlight the many challenges the system faces. Many regulators, rating agencies, executives and academics have advocated a new approach to risk management: Enterprise Risk Management (ERM). ERM proposes the integrated management of all the risks an organization faces, which inherently requires alignment of risk management with corporate governance and strategy. Academic research on ERM is still in its infancy, with articles largely in accounting and finance journals but rarely in management journals. We argue that ERM offers an important new research domain for management scholars. A critical review of ERM research allows us to identify limitations and gaps that management scholars are best equipped to address. This …

International investment agreements (IIAs) are the primary legal instruments designed to protect and encourage foreign direct investment world-wide. This article argues that Asia has used IIAs just as much as have other regions of the world to attract foreign direct investment, but that Asia’s pattern of agreement provisions is somewhat distinctive. States in East and Southeast Asia have tended to enter into agreements that strike a balance somewhat more favorable to host states than to foreign firms, at least when compared to the rest of the world. In the past five years, three of the most remarkable bankruptcy cases in American history have come out of Detroit: the bankruptcies of Chrysler and General Motors in 2009, and of Detroit itself in 2012. The principal objective of this Article is simply to show that the Grand Bargain at the heart of the Detroit bankruptcy is the direct offspring of the bankruptcy sale transactions that were used to restructure Chrysler and GM. The proponents of Detroit’s “Grand Bargain” never would have dreamed up the transaction were it not for the federal government-engineered carmaker bankruptcies. Traffic congestion can cause late deliveries, decreased profits from vehicle fuel idling in traffic, and delayed distribution in tight delivery windows. The focus of this study was on developing strategies that business leaders could use to increase on-time deliveries. The conceptual frameworks for this case study were systems theory, traffic equilibrium theory, bathtub theory, and kinematic wave theory. Data were collected from semistructured interviews with 6 delivery service leaders from 3 delivery businesses in Southcentral Alaska. Although private foundations are assumed to be beneficial, their impact on grantee organizations is not well understood. This quantitative research explored how private, nonoperating foundations influence grantees' financial capacity to pursue their missions. Principal-agent theory was applied to rationalize foundations' social good purpose, along with subsidy theory of public charities' need for capital accumulation, thus comprising a unique framework for identifying pathways of relationships amongst influencer variables of foundations' operating characteristics; the outcome of grantees' months of unrestricted, liquid net assets (MULNA); and the mediator of foundations' payout rate. Members of ethnic- and nationality-based community organizations in the United States support their communities with their membership fees and donations, but they often show little interest in participating in volunteer activities. The purpose of this case study was to examine what motivates people to engage in ethnic- and nationality-based community organizations and provide information to leaders of the ethnic- and nationality-based community organizations to develop best practices with ways to attract and retain volunteers. A task force commissioned by President Obama overhauled the U.S. Military Transitioning Program (MTP) in 2012-2013. U.S. veterans have continued to struggle with military transitions following the MTP restructuring. The purpose of this phenomenological inquiry was to explore the critical success factors of the MTP after the redesign based on perceptions of 20 military officers intending to transition to the civilian sector in the National Capital Region. The United States Air Force (USAF) has downsized an average of 10,000 active duty personnel each year from 1990 to 2010. Despite this downsizing, the mission remains the same, which increases the workload on the remaining airmen, lowers morale, decreases specialization, changes the mindset/culture, accelerates promotion rates, and shifts the dependence on technology in the Security Forces career field. Traffic collisions cost Uganda millions of dollars each year. The purpose of this descriptive case study was to describe the strategies and processes needed to implement a road management system. Such a system would significantly reduce the fatalities and accidents in Uganda, improve the transportation within Kampala's business district, and increase business profitability. The number of service-oriented jobs has increased locally and nationally, and organizations are spending millions of dollars to train front-line employees to maintain customer satisfaction and compete in the service industry. Despite the financial investments of these training programs, little research has investigated the holistic effectiveness of customer-focused training (CFT) programs. The study examines task evaluation techniques; task outcomes and group structure composition in counteracting social loafing. The approach espoused in this paper is to assess the conventional literature that provides strong support for existence of social loafing phenomenon in groups and to predict counteracting from aforementioned variables.Based on latest literature innovative ways for combating social loafing are discussed. Results provide conclusive support that enhancing evaluation method, task outcomes and group structure were associated with reduced occurrence of social loafing. Since the early 2000s, park management approaches to protected area governance have undergone a significant transformation, driven by the realisation that long-term conservation outcomes depend on participation in decision-making by stakeholders. To meet these challenges one of the measures being adopted by park managers is to engage in joint management arrangements. Workplace bullying presents a serious problem causing substantial damage to the employees, the organization and the society as a whole. The focus of this research is two-fold: to find out if workplace bullying exists in Uganda, and to examine its effects on employee performance. By using a questionnaire survey, data was collected from 180 public employees in Uganda. The results indicate that bullying is present in workplaces in Uganda and poses a serious problem for the respondents affecting their performances adversely.
