Can Consumers Make Affordable Care Affordable? The Value Of Choice Architecture, Eric J. Johnson, Ran Hassin, Tom Baker, Allison T. Bajger, Galen Treuer

Starting this October, tens of millions will be choosing health coverage on a state or federal health insurance exchange as part of the Patient Protection and Affordable Care Act. We examine how well people make these choices, how well they think they do, and what can be done to improve these choices. We conducted 6 experiments asking people to choose the most cost-effective policy using websites modeled on current exchanges. Our results suggest there is significant room for improvement. Without interventions, respondents perform at near chance levels and show a significant bias, overweighting out-of-pocket expenses and deductibles. Financial incentives do …

The debate about the appropriate standards for upstream corporate social responsibility (CSR) of multinational corporations (MNCs) has been on the public and academic agenda for some three decades. The debate originally focused narrowly on “contract responsibility” of MNCs for monitoring of upstream contractors for “sweatshop” working conditions violating employee rights. The authors argue that the MNC upstream responsibility debate has shifted qualitatively over time to “full producer responsibility” involving an expansion from “contract responsibility” in three distinct dimensions. First, there is an expansion of scope from working conditions to human rights and social and environmental impacts broadly defined. Second, there …

Tax Increment Financing (TIF) is an economic development tool authorized for use in 49 states and the District of Columbia. TIFs are a very popular economic development tool that allow for a low-cost way to fund development projects. A TIF is designed to turn an undesirable or underdeveloped area into a developed, revenue generating area. The restrictions as to the exact types of property that quality for TIF vary from state to state, but they generally are used to target underdeveloped areas to encourage growth. Maine places several limitations on TIFs including acreage caps, a value cap, a municipal indebtedness …

To measure economic growth or recovery, one traditionally looks to metrics such as the unemployment rate and the growth in GDP. And in terms of figuring out institutional policies that will stimulate economic growth, the focus most often is on policies that encourage investment, entrepreneurial enterprises, and reward risk-taking with appropriate returns. Bankruptcy academics that we are, we tend to add our own area of expertise to this stable— with the firm belief that thinking critically about bankruptcy policy is an important element of any set of institutions designed to speed economic recovery. Previous research on port efficiency focuses primarily on the provider’s perspective and assumes that maximizing the output is always desirable. This paper recognizes that maximizing the final output does not necessarily guarantee an efficient system and the notion of port efficiency and service effectiveness needs to be considered from the perspectives of both the provider and the consumer of the port service. The paper proposes a network-DEA model to evaluate the performances of 30 seaports worldwide. The concurrent consideration of efficiency scores from the network-DEA model and the traditional DEA-CCR model will offer valuable insights to port operators on how …

The intent of this dissertation is to examine the state of representation and segregation among African American women across the workforce at the United States Department of Commerce. This study employs a triangulated research design to examine the relationship between elements of strategic planning and the employment patterns of African American women. This study's qualitative analysis includes a content analysis of 13 agency-specific strategic documents published between FY 1994 through FY 2010. This data is supplemented with a longitudinal trend analysis of personnel data for fulltime, permanent employees retrieved from the National Finance Center for the same time period. The …

According to a 2011 IMF study, Singapore's level of government intervention in housing finance is the highest in the developed world (Slide 3). This level of intervention in housing finance has correspondingly produced the highest level of homeownership amongst advanced countries. This housing outcome is the result of our very unique HDB-CPF housing framework – an institutional framework that was established in the 1960s during the formative period of our country?s history (Slides 4 and 5). Economic recovery gained strength across the major metro areas of the Mountain West in the first quarter of 2013. Multiple metro areas achieved long-awaited full employment recoveries in the first quarter and regional production surpassed pre-recession levels of output for the first time. The region’s strong housing rebound continued to be a boon. Additionally, a special supplement to the Monitor shows that the healthcare sector has been an outsized contributor to recovery throughout the region. Despite progress on multiple fronts, though, many Mountain metro areas remain scarred with high unemployment rates, severely depressed house prices, and daunting jobs deficits.

[Excerpt] The passage of the 1989 FLSA amendments stimulated a new wave of research on the effects of minimum wage legislation, and five of the resulting papers are gathered together in this symposium. Four of these are revisions of papers that were presented at the ILR-Cornell Institute for Labor Market Policies/Princeton University Industrial Relations Section Conference, "New Minimum Wage Research," which was held at Cornell University on November 15, 1991. [Excerpt] Why has Myth and Measurement engendered so much controversy? In part, because it deals with the minimum wage. The minimum wage was the first piece of protective labor legislation adopted at the national level, and proposals to increase the minimum wage invariably lead to heated debate between labor and business interests. When a book co-authored by the then chief economist in the Clinton Labor Department purports to show that, contrary to received wisdom, minimum wage increases do not appear to have any diverse effects on employment, it is predictable that conservative critics will attack its findings.

The 32 fellows in the 2013 Emerging Leaders Program (ELP) worked with community partners to investigate the theme, “Engaging and Expanding Communities".
They worked with six community partners, and identified ways to help them expand beyond their core stakeholders to a wider circle of stakeholders and broader potential impact. The fellows gave their time and professional skills to understand how to reach new business partners, new participants, new advisors, and new donors. They conducted surveys, interviews, and focus groups; explored social media options; examined best practices; and considered ways to tell powerful stories about the vitally important work of the …

This question, raised in the popular media, can make effective fodder for teaching critical thinking within courses such as gender and economics, money and financial institutions, pluralist economics, or behavioural economics. While the question, as posed, demands an answer of 'Yes - sex differences in traits are important' or 'No - gender is irrelevant', students can be encouraged to question the question itself. The purpose of this study was to assess the impacts of aquatic invasive species preventative measures on recreation displacement of bass fishermen from Central Coast lakes. A self-administered questionnaire was distributed to participants at a local bass fishing tournament. Thirty-six respondents completed the questionnaire. The results indicated that boat inspection procedures do not necessarily cause bass fishermen to displace. This study found that fishermen are likely to avoid recreating at a Central Coast lake in fishing practice conditions rather than in tournament conditions, and are likely to avoid tournaments at their least favorite lake if boat inspection procedures take too …
