This report describes the work program and results of the "Statewide Boating Access Facilities Inventory and Economic Study Including a Pilot Study for Lee County, Florida" commissioned by the Florida Fish and Wildlife Conservation Commission (FWC) in 2005. The study was funded in part by a grant to the FWC from the U.S. Fish and Wildlife Service and by Lee County. The scope and objectives of the study are summarized in the introduction, and the subsequent sections report on the various components of the study.

Most container terminals in the world today are operating up to their capacities. In this paper, we have developed a decision support system to optimise yard operations by considering all container flows (import, export and transshipment) through the yard with the view to improving the terminal performance and efficiency. In another paper, we proposed an optimisation model that determines optimal container locations and straddle carrier (SC) movements with the objective of minimising the overall storage and handling cost of containers. Green Pond is one of a number of coastal ponds in Falmouth. It covers over 135 acres and is an important natural and recreational resource for the people of Falmouth and visitors. Most of the area around the pond is private residential property interspersed with a few commercial businesses and open space. As with other areas of Massachusetts, the tidelands around the pond fall within the jurisdiction of Chapter 91 (the Massachusetts Public Waterfront Act). From pink ribbons to Product Red, cause marketing adroitly serves two masters, earning profits for corporations while raising funds for charities. Yet the short-term benefits of cause marketing—also known as consumption philanthropy—belie its long-term costs. These hidden costs include individualizing solutions to collective problems; replacing virtuous action with mindless buying; and hiding how markets create many social problems in the first place. Consumption philanthropy is therefore unsuited to create real social change.

Are Credit Unions In Ecuador Achieving Economies Of Scale?, Nick A. Marchio

This study tests the assertion that membership growth in credit unions is constrained by their unique structural features, such as their non-profit mission and member-based ownership. Although these features enhance inclusiveness, existing theory suggest that they work against efficiency when membership grows too diffuse. To address this issue, this study uses a model that takes into account existing theory on constrained-optimization in credit unions and theory on the adverse effects of diffuse ownership. Using data on 36 public credit unions in Ecuador, the empirical analysis finds evidence that credit unions can achieve economies of scale despite their problematic structural features. …

The purpose of this critical grounded theory qualitative study was to explore Lakota Leadership from a Native perspective. Interviews were conducted with enrolled members of a Lakota tribe in an urban setting as well as on the Rosebud reservation to gain better awareness of leadership through a non-mainstream viewpoint. Previously, in order to understand leaders and followers, research limited its scope of discernment to dominant society, implying that non-mainstream individuals will acquiesce, or that differences found are inconsequential. Leadership scholars also have implied that leadership theory is “universal enough”, and can be applied globally regardless of influences such as race, …

The assumption that contracts are largely impersonal, rational, voluntary agreements drawn up between self-interested individual agents is a convenient fiction, necessary for analysis using conventional economic methods. Papers prepared for a recent conference on ethics and international debt were shaped by just such an assumption. The adequacy of this approach is, however, challenged by evidence about who is affected by international debt, how contracts are actually made and followed, the behavior of actors in financial markets, and the motivations of scholars themselves. Organizational form, as an issue, has been the focus of attention since Weber’s formulation of the ideal-type bureaucracy. For organizational scholars, the very concept of form is at the heart of organization studies, such that “[w]here new organizational forms come from is one of the central questions of organizational theory” (Rao, 1998: 912). The Weberian “ideal type,” with its focus on the ontological possibility of identifying form, represents the inaugural moment in organization theory. Tourism marketers often have a difficult time trying to weigh the costs and benefits of exhibiting at consumer shows. What defines success at a consumer show is different for each exhibitor, so a show that has great potential for one exhibitor may not be worth the effort and expense for another. In light of this, this case study was undertaken in an effort to answer several questions about attendees of the Washington Sportsmen’s Show, held in Puyallup, Washington in January, 2009.

This article draws upon a sample of nonprofit and state government managers to examine the role that service motivation plays in both sectors. The research addressed three main questions: 1) what are the main motivational types and constructs of managers in the public and nonprofit sectors? 2) what differences exist between these sectors in terms of level of motivation? And 3) what are the long-term and short-term consequences of different types of motivation? We describe an integrated decision-making framework and model that we developed to aid EUROCONTROL, the European air traffic management organization, in its vital role of constructing a single unified European sky. Combining multicriteria decision analysis with large-scale optimization methods, such as integer programming and column generation using branch and price, our model facilitates the process by which the numerous European aviation stakeholders evaluate and select technological enhancements to the European air traffic management system. We consider multiple objectives and potential disagreements by stakeholders regarding the impact of proposed system enhancements and allow for different priorities for each key performance area. …

This memo presents data from the Families and Work Institute’s 2008 National Study of Employers describing the similarities in access to flexible work arrangements (“FWAs”) for employees of small and large employers. The 2008 National Study of Employers (“2008 Study”) provides a comparison of the availability of 12 types of FWAs to employees of small (50-99 employees) and large (over 1,000 employees) employers.

Controlling The Cost Of Municipal Health Insurance: Lessons From Springfield, Robert L. Carey

The study finds that, by joining the Group Insurance Commission (GIC), Springfield cut increases in its health care costs an estimated $14 million to $18 million over two years. It saved an additional $5 million per year by requiring eligible municipal retirees to enroll in Medicare Part B as a precondition of receiving supplemental health coverage from the City. These two actions, together, reduced increases in the City’s health care costs an estimated 15-19% annually, on average, with savings growth each year due to compounding. Furthermore, the study estimates that if the GIC continues its past pattern of keeping its …

Taxing Under The Influence? : Corruption And U.S. State Beer Taxes, Per G. Fredriksson, Stephan Gohmann, Khawaja Mamun

This article examines the effect of state level corruption on state beer taxes in the United States. Our lobby group model predicts that corruption reduces the beer tax, but this effect is conditional on the level of alcohol-related vehicle deaths. Using a panel of state level data from 1982 to 2001, we find that increased corruption is associated with lower state beer tax rates. The magnitude of the effect, however, declines with increases in alcohol-related traffic deaths. Our findings suggest that future empirical work estimating the effect of alcohol taxes on alcohol-related traffic fatalities should treat alcohol taxes as endogenous.

The Federal Employees Flexible and Compressed Work Schedules Act (FEFCWA) authorizes, but does not require, agencies to offer alternative work schedules to employees. FEFCWA permits employees to designate non-traditional arrival and departure times, centered around core agency hours, and to experiment with four-day workweeks or other compressed schedules. Under the law, implementation and employee utilization of alternative work schedules depends on management support and leadership.
