In 2017, more than 18% of the workforce in the Department of Defense (DoD) was eligible to retire. Employee retirement continues to present a persistent shortage of DoD knowledge workers, especially in security protections. The purpose of this qualitative single case study within a DoD intelligence agency was to explore succession planning strategies that DoD managers use to ensure knowledge possessed by retirees was transitioned to incumbent knowledge workers. Probation and parole officers (PPOs) deviate from evidence-based practices implemented to reduce recidivism among adult felony offenders. PPOs fail to adhere to risk-need assessment results during case management, but prior research has not established the reasons for this deviation. This qualitative phenomenological study explored the lived experiences of PPOs implementing the risk needs responsivity (RNR) model by addressing the criminogenic needs of adult felony offenders. The theoretical framework for this study was based on Lipsky’s street-level bureaucracy theory, Becker’s labeling theory, and Andrews and Bonta’s RNR theory. Black women lead a majority of nonprofits in low socioeconomic and under resourced neighborhoods and have deep connections with and cultural awareness of community needs. However, little is known about how Black women leaders of nonprofits employ effective strategies to overcome funding and staff capacity challenges. The board needed strategic direction to build organizational capacity and sustainability to address the lack of awareness in the community about the increase in opioid and heroin abuse after a well-known community member died from an overdose. In its 2015 landmark civil rights decision in Obergefell v. Hodges, the Supreme Court finally held that the Equal Protection and Due Process Clauses of the United States Constitution guarantee same-sex couples’ marital equality. The Court’s unprecedented declaration that the right to marry is a fundamental right under the Due Process Clause strengthened married couples’ right to privacy because it subjects government actions infringing on marital unions to heightened scrutiny. This research examines the community needs of a specific region, Northwestern Pennsylvania, in order to determine how well the community’s current social needs are being addressed by nonprofit organizations in this area. A comprehensive review of related literature is provided in order to establish a theoretical framework for this topic. This background is utilized in the development and execution of a community needs assessment for the Northwest Pennsylvania region. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis. Environmental regulators have embraced management-based regulation as a flexible instrument for addressing a range of important problems often poorly addressed by other types of regulations. Under management-based regulation, regulated firms must engage in management-related activities oriented toward addressing targeted problems—such as planning and analysis to mitigate risk and the implementation of internal management systems geared towards continuous improvement. Small nonprofit organizations, with annual budgets of $500,000 or less, are assigned many obligations by external stakeholders while conducting their mission-related work. However, little is known about the impact of these obligations or mandates being received from their external stakeholders, which rarely have funding allocated to minimize any capacity impact they create.
