This study attempted to analyze the effect of calibration on the performance of the SASET computer software cost estimating model. Data used for input into the model were drawn from the most current USAF SMC Software Database (SWDB). Once all the records to be used for analysis were identified, the DBMS-Calibration tool (which is part of SASET) was used to perform regression analysis on the relationship between program size (measured in SLOC) and the effort required to develop the program (measured in man-months). Productivity information reported from this tool was then input into equations used to calculate the Productivity Calibration …

This study examined whether calibration of the SEER-SEM impacted the effort estimates generated by the model for software developments- A historical database was provided by the Space and Missile System's Center Los Angeles, and used as the model's input data. The data was stratified into four usable platforms, military ground command and-control, military ground signal processing, military specification avionics, and military mobile. Each platform's data sets were split, the majority of points for calibration of the model, and the rest for model validation. Local communities affected by a base closure are uncertain as to their future and look to the federal government for guidance and economic assistance in rebuilding their local economy. The local communities want to close the base with as little federal government interference as possible and convert the base to civilian use with as much federal financial assistance as possible. During 1993-1994 two Air Force Institute of Technology research teams began longitudinal case studies of the base closure and rescue process at Gentile Air Force Station, Ohio to determine the effectiveness of the federal government's current approach. Neural networks have been widely studied in a number of fields, such as neural architectures, neurobiology, statistics of neural network and pattern classification. In the field of pattern classification, neural network models are applied on numerous applications, for instance, character recognition, speech recognition, and object recognition. Among these, character recognition is commonly used to illustrate the feature and classification characteristics of neural networks.

This paper discusses aspects of aquaculture development in countries visited during an international study tour, with particular reference to implications for the developing aquaculture industry in Western Australia.

The reasons for aquaculture development, including protein production, employment, fisheries enhancement, tradition/religion, conservation and revenue are discussed from an international perspective, along with case histories and models of development undertaken outside Australia.

The potential benefits of developing an aquaculture industry within Australia are outlined and the relative costs and benefits of developing aquaculture of native aquatic species or imported species are discussed, including relevant examples of each.

A discrete stochastic programming model of the farming system of the eastern wheatbelt of Western Australia is used to examine the effect of tactical responses and risk aversion on wheat supply. Including within-season tactical changes to wheat areas decreases the own-price elasticity of supply. By contrast, introducing risk aversion has no consistent effect on the own-price elasticity of supply. The implications for supply models are discussed.

Exceptions, situations that cannot be correctly processed by computer systems, occur frequently in computer-based information processes. Five perspectives on exceptions provide insights into why exceptions occur and how they might be eliminated or more efficiently handled. We investigate these perspectives using an in-depth study of an operating information process that has frequent exceptions. Our results support the use of a total quality management (TQM) approach of eliminating exceptions for some exceptions, in particular, those caused by computer systems that are poor matches to organizational processes. Buntine West/Wubin land Conservation District was formed when a number of landholders wanted to extend and join on to some existing deep drains. At first the group concentrated on the deep drains with some farmers joining on anda project to connect the drains up througha naturally occurring saline area and to run the main drain into a salt lake system. Funding was attained for 50% of the project and farmers with drains paid for the rest. It was considered unfair for landowners whose land this drain went through to pay all the cost as it was not draining arable land. …

This paper presents the results of a study analyzing the editorial content of consumer power boating magazines for messages of environmental responsibility. It presents evidence of a cause and effect relationship between recreational power boating and damage to the marine environment, and cites arguments that power boating in its currently popular form, involving high speeds and heavy fuel consumption, is inherently "unfriendly" to the environment. The paper describes a "chain of influence" through which boat manufacturers, in their role as advertisers, influence the editorial content of consumer boating magazines through the tactics of marketing public relations. Practitioners and researchers have suggested that Computer Aided Software Engineering (CASE) technology can significantly improve the productivity of systems analysts and the quality of systems development. Before CASE can succeed, however, specific components must exist. This paper explores CASE and the components necessary for its widespread acceptance and use within information systems departments. The Buffalo River in northern Arkansas was surveyed for recreator and angler use in 1991 and 1992. The river was divided into three reaches and numbers of boats, recreators, anglers, and catches were compiled by creel clerks at nine selected take-out points. Outfitter rental receipts were used to estimate rental boats, and the proportion of rental to private boats creeled was used to correct for private boats not counted on the rental receipts. A total of 1,656 boats containing 3,071 recreators was contracted by the creel clerks during 1991 and 1992; 9.2% of the recreators were anglers. Expansion of the …

The DoD has budgeted over $9.8 billion for 1995 for information technology, yet many government office workers let their existing systems sit idle. This thesis explores why these computers are sitting idle. This researcher's initial hypothesis was that certain features of the human-computer interface can positively or negatively affect efficiency, retention, and satisfaction level of workers. This paper firstly describes the current legislation and regulations that restrict the export of native birds and discusses why governments have adopted such a regulatory approach to bird species preservation. This paper describes an integrated infrastructure system (with emphasis on pavement and bridge management systems) that allows cost minimization or benefit maximization. It integrates separate infrastructure systems so that management may optimally allocate scarce resources across the combined systems. Fuzzy set theory is used in these optimizations to better address the desirability or undesirability of the condition states used to categorize the infrastructure segments modeled. Both steady-state and multi-year models are part of this system. The full mathematical structure of the simpler steady-state problem is presented, and sample multi-year output showing the integrated budgets is given.
