Conservation Easement Grantors: Doing Good And Doing Well, Nancy Oppenheimer

Beginning in 2000, Colorado legislation authorized tax credits and cash refunds of up to $100,000 for grantors of conservation easements. Other benefits accruing to grantors are lower property tax rates, federal income tax credits and decreasing estate valuations subject to federal estate taxes. Private conservation easements preserve land for outdoor recreation, education, scenic views, open spaces, historic properties and protect relatively natural habitat. Because the development rights are permanently transferred, conservation easements provide permanent protection from development regardless of shifts in political winds.

The author discusses his involvement in developing computational finance software. These computational finance models attempt to model the randomness of a stock's price. At a fixed future time, a stock's price is modeled as a random variable with a normal distribution centered about the current price adjusted with a simple growth multiplier. The standard deviation of this normal distribution depends on the length of time into the future one peers and the volatility of the market. What actuaries call cash flow testing is a large-scale simulation pitting a company''s current policy obligation against future earnings based on interest rates. While life contingency issues associated with contract payoff are a mainstay of the actuarial sciences, modeling the random fluctuations of US Treasury rates is less studied. Furthermore, applying standard simulation techniques, such as the Monte Carlo method, to actual multi-billion dollar companies produce a simulation that can be computationally prohibitive. These methods enable the analyst to assess past practices and the historical rate of technological diffusion during the transition period of discontinuous technological change. We propose a novel algorithmic framework to solve an integrated planning and scheduling problem in supply chain management. This problem involves the integration of an inventory management problem and the vehicle routing problem with time windows, both of which are known to be NP-hard. Under this framework, algorithms that solve the underlying sub-problems collaborate rigorously yet in a computationally efficient manner to arrive at a good solution. Recent changes in federal telecommunications legislation have underscored the importance of an up-to-date and effective telecommunications-use policy in business organizations. With the proliferation of the Internet, intranets, and email as commonplace business tools, the potential for misuse and subsequent liability has become an increasing concern. Even though the recent Supreme Court decision struck down the obscenity provisions of the Communications Decency Act (CDA), it left intact legislation that effectively mandates development of a sound telecommunications-use policy. In addition to potential liability for systems misuse, organizations have also had to address issues of individual employee privacy within the new systems.
