Spreadsheet engineering methodologies are diverse and sometimes contradictory. It is difficult for spreadsheet developers to identify a spreadsheet engineering methodology that is appropriate for their class of spreadsheet, with its unique combination of goals, type of problem, and available time and resources. There is a lack of well-organized, proven methodologies with known costs and benefits for well-defined spreadsheet classes. It is difficult to compare and critically evaluate methodologies. We present a paradigm for organizing and interpreting spreadsheet engineering recommendations. It systematically addresses the myriad choices made when developing a spreadsheet, and explicitly considers resource constraints and other development parameters. This …

This essay examines some ethical aspects of stalking behavior in cyberspace. We have argued elsewhere that recent online stalking incidents raise a wide range of ethical concerns, including issues affecting gender (Grodzinsky and Tavani, 2001), personal privacy (Tavani and Grodzinsky, 2002), and physical vs. virtual harm (Grodzinsky and Tavani, 2002). The primary axis of discussion in this essay has to do with implications that cyberstalking has for our notion of moral responsibility, both at the collective (or group) and individual levels. We study a family of diffusion models for compounded risk reserves which account for the investment income earned and for the inflation experienced on claim amounts. We are interested in the models in which the dividend payments are paid from the risk reserves. After defining the process of conditional probability in finite time, martingale theory turns the nonlinear stochastic differential equation to a special class of boundary value problems defined by a parabolic equation with a nonsmooth coefficient of the convection term. During the past three years, the Basic Engineering Department at the University of Missouri--Rolla has been developing a second-generation suite of instructional software called MecMovies for the mechanics of materials course. In the Fall 2003 semester, MecMovies was integrated into assignments throughout the entire semester for one of the six UMR mechanics of materials sections. This paper presents a comparison of student performance in the experimental section with student performance in five control sections along with discussion of student qualitative ratings and comments.

Reconstructability analysis (RA) dates back to the pioneering work of Ashby in the mid-1960s. In the 1970s and 1980s, RA was the subject of very active research in the systems community. Progressive scaffolding is a learning design approach for educational systems that provides flexible guidance to students. Current search methods for mobile-Web content can be frustrating to use. To shorten searches for cell phone wallpaper images, VISCORS combines collaborative filtering with content-based image retrieval. An increasing selection of content is becoming available in the mobile-Web environment, where users navigate the Web using wireless devices such as cell phones and PDAs. The fast growth and excellent prospects of the mobile-Web content market have attracted many content providers.

In this study, we provide a new taxonomy of parameters of genetic algorithms (GA), structural and numerical parameters, and analyze the effect of numerical parameters on the performance of GA based simulation optimization applications with experimental design techniques. Appropriate levels of each parameter are proposed for a particular problem domain. Controversial to existing literature on GA, our computational results reveal that in the case of a dominant set of decision variable the crossover operator does not have a significant impact on the performance measures, whereas high mutation rates are more suitable for GA applications.

Cost growth that weapon systems incur throughout their acquisition life cycle concerns those who work in the acquisition environment. One way to reduce the amount of unexpected cost growth is to develop better cost estimates. In attaining better cost estimates though, it is often helpful to understand and account for potential cost drivers. Several cost studies, some of which specifically focus on the aircraft industry, have been performed documenting and investigating these growth factors. Overviews of these various cost growth studies are presented as other tools for the cost estimators and program managers.

The conversion of grass lawns to xeriscape has become more prevalent in the desert Southwest, including here in the Las Vegas Valley. The purpose of this thesis was to determine whether the conversion of residential landscapes from grass lawn to xeriscape influences the property value of a home. This case study involved the comparison of property values for residential homes that had participated in the Southern Nevada Water Authority’s Water Smart Landscapes rebate program and non-participant homes with similar amenities before and after the landscape conversion. In early 2002 the New England Environmental Finance Center hosted a series of roundtable discussions among municipal officials, residential developers, land trust representatives, and others about "Innovative Approaches to Land Conservation and Smart Growth". Among our observations was that for many of the over 20 conservation/development partnerships we discussed in the series, creation and maintenance of trust was central to success or failure of various stages of the partnership. This suggested a link between creation of trust and financial return for traditionally opposed project partners.

Coalition formation has become a key topic in multiagent research. In this paper, we propose a preliminary classification for the coalition formation problem based on three driving factors (demands, resources and profit objectives). We divide our analysis into 5 cases. For each case, we present algorithms and complexity results. We anticipate that with future research, this classification can be extended in similar fashion to the comprehensive classification for the job scheduling problem.

Design of e-commerce services that are competitive in a quickly responding market requires the analyses of prices and price structures. We develop a general model of an e-commerce market that allows us to analyze optimal price structures, both flat and usage-based. Based on the price structure of a major web hosting provider, we consider single-tier and two-tier (burst-rate) pricing, and our result suggests that the more complex two-tier structure may not be worth the marketing effort, as the firm's equilibrium profits will not increase through the use of this structure. This article reports the results of a survey of Chief Information Officers (CIOs) from Fortune 1000 companies on their perceptions of the critical success factors in Enterprise Resource Planning (ERP) implementation. Through a review of the literature, 11 critical success factors were identified , with underlying subfactors, for successful ERP implementation. The degree of criticality of each of these factors were assessed in a survey administered to the CIOs. The 5 most critical factors identified by the CIOs were top management support, project champion, ERP teamwork and composition, project management, and change management program and culture.
