To emphasize the importance of sustainment, the DoD Joint Requirements Oversight Council addressed sustained Materiel readiness and established a mandatory Key Performance Parameter (KPP) for Materiel Availability; it also established supporting Key System Attributes (KSAs) for Materiel Reliability and Ownership Cost (Chairman of the Joint Chiefs of Staff Manual (CJCSM) 3170.01C, 2007). Current guidance requires two numbers: a threshold value and an objective value (Chairman of the Joint Chiefs of Staff Manual (CJCSM) 3170.01C, 2007). No distinction is made between the approaches in establishing these values for major system acquisitions, versus smaller, modification-focused efforts for existing systems. The Joint Staff …

Enhancing The Communication Competency Of Business Undergraduates: A Consumer Socialization Perspective, K. C. Gehrt, M. O'Brien, David Mease

Explaining how individuals acquire the necessary skills and knowledge to effectively participate in society is often accomplished through Socialization Theory. We investigate numerous socialization agents and their relationship with the communication competency of university business majors. Communication competency (reading, writing, and verbal) was measured via both a standardized skill test and self report. Exploratory analysis was conducted upon high and low communication competency groups that were identified via cluster analysis. Our findings generally indicate the most important socialization agents are via personal interactions whereas the least important socialization agents are influencing via primarily electronic or media-based methods.

Using the information systems lifecycle as a unifying framework, we review online communities research and propose a sequence for incorporating success conditions during initiation and development to increase their chances of becoming a successful community, one in which members participate actively and develop lasting relationships. Online communities evolve following distinctive lifecycle stages and recommendations for success are more or less relevant depending on the developmental stage of the online community. We develop a heuristic procedure for solving the discrete time/resource trade-off problem in the field of project scheduling. In this problem, a project contains activities interrelated by finish-start-type precedence constraints with a time lag of zero, which require one or more constrained renewable resources. Each activity has a specified work content and can be performed in different modes, i.e. with different durations and resource requirements, as long as the required work content is met. The objective is to schedule each activity in one of its modes in order to minimize the project makespan. We use a scatter search algorithm to …

A number of learning paradigms have postulated that knowledge formation is a dynamic process where learners actively construct a representation of concepts integrating information from multiple sources. Current teaching strategies utilize a compartmentalized approach where individual courses contain a small subset of the knowledge required for a discipline. The intent of this research is to provide a framework to integrate the components of a discipline into a cohesive whole and accelerate the integration of concepts enhancing the learning process. Group decision making is essential in organizations. Group Support Systems (GSS) can aide groups in making decisions by providing tools and process support. GSS is especially useful for geographically or temporally distributed groups. Researchers of GSS have pointed out that convergence processes are hard to accomplish in GSS. Voting tools in GSS can be a valuable asset in alleviating the difficulty of convergence processes because voting is a concise communication of individual preferences with a well defined procedure that is accepted by group members. A large share of America's population, businesses and economic activity now occurs in coastal areas. At the same time, during this century many coastal communities are likely to be severely impacted by sea level rise and increased storm surge and tidal flooding.

“What to do” about this vulnerability is the subject of this brief. It is intended to help municipalities identify courses of action and steps they might take toward increasing their resilience, especially regarding financial resources that will need to be allocated toward the various strategies identified.

The research reported has created a holistic model for sustainable trail management that is broader than the quantitative assessment of ecological trail degradation. The range of quantitative and qualitative results gathered show that a more realistic treatment of sustainable trail management needs is achieved through a qualitative, participative and flexible research process. The investigation focuses primarily on the assessment of trail degradation in the uplands of Co. Wicklow, Ireland where signs of deterioration have been observed as a consequence of recreational use. The Ord River Irrigation Area (ORIA) has a 'flow through' irrigation system. That is, irrigation water is diverted from Lake Kununurra and any waste water from the irrigation system and farms flows directly back into the river downstream. This means that any sediment, nutrient or chemicals in tailwater from farms flows straight into the river.

The Ord Land and Water Management Plan 2000 specifies goals to improve surface water quality. The goals are to reduce the load of chemical and nutrient contamination and sediment in tailwater by 40 per cent.

Grounded in current theories of affect this study examines the role positive and negative moods play on the acceptance of a specialized telemedicine system for microbiology consultation and diagnostics, referred to as telepathology. From a laboratory experiment using microbiology laboratory assistants, the notion that healthcare users’ attitude is an important factor in the acceptance behavior of a healthcare information system is supported. A regression analysis of the data revealed the need to tailor the IS Technology Acceptance Model for the healthcare field. Spreadsheet programmers often implement contingent logic using a nested-IF formula even though this technique is difficult to test and audit and is believed to be risky. We interpret the programming of contingent logic in spreadsheets in the context of traditional computer programming. We investigate the “lookup technique” as an alternative to nested-IF formulas, describe its benefits for testing and auditing, and define its limitations. The lookup technique employs four distinct principles: 1) make logical tests visible; 2) make outcomes visible; 3) make logical structure visible; and 4) replace a multi-function nested-IF formula with a single-function lookup formula. The purpose of this study was to examine differences between the results of an in person or face-to-face direct spending survey and a post-event online direct spending survey. Participants in a large annual marathon held in the Mid-Atlantic Region of the United States were used as subjects for the study. The research methodology selected for this study included an in person survey instrument administered to out-of-town marathon participants prior to the start of the event during the race number and race timing chip pick-up period. Although the literature on intra-organizational knowledge is extensive, there still exist gaps in the literature with regards to knowledge being shared by multiple organizations (inter-organizational knowledge).
