Productivity growth in agriculture helps maintain the nation's economic prosperity. However, long-run productivity growth in agriculture faces several challenges such as the potential worsening of climate due to global warming and the loss of productive land due to land use competition, salinity, wind erosion and soil acidity. Strategic policy making and appropriate funding for sustained productivity growth in agriculture is therefore crucial.

Despite positive expectations, cyber-insurance products have failed to take center stage in the management of IT security risk. Market inexperience, leading to conservatism in pricing cyber-insurance instruments, is often cited as the primary reason for the limited growth of the cyber-insurance market. In contrast, here we provide a demand-side explanation for why cyber-insurance products have not lived up to their initial expectations. We highlight the presence of information asymmetry between customers and providers, showing how it leads to overpricing cyber-insurance contracts and helps explain why cyber insurance might have failed to deliver its promise as a cornerstone of IT security-management …

Bayesian Analysis Of Structural Credit Risk Models With Microstructure Noises, Shirley J. Huang, Jun Yu

In this paper a Markov chain Monte Carlo (MCMC) technique is developed for the Bayesian analysis of structural credit risk models with microstructure noises. The technique is based on the general Bayesian approach with posterior computations performed by Gibbs sampling. Simulations from the Markov chain, whose stationary distribution converges to the posterior distribution, enable exact ¯nite sample inferences of model parameters. The exact inferences can easily be extended to latent state variables and any nonlinear transformation of state variables and parameters, facilitating practical credit risk applications. The first Intermountain BMP Project workshop, sponsored by the Natural Resources Law Center and the Colorado Oil and Gas Conservation Commission, was held in Rifle, Colorado on October 14, 2009 at the Garfield County Fairground for over 170 participants.

Speakers from Federal, state and local governments, the community, industry and environmental consultants, and conservation groups focused presentations and discussion on a greater understanding of what Best Management Practices (BMPs) are appropriate to the western slope of Colorado and how they are integrated into developments.

Mobile devices used in educational settings are usually employed within a collaborative learning activity in which learning takes place in the form of social interactions between team members while performing a shared task. We introduce MobiTOP (Mobile Tagging of Objects and People), a geospatial digital library system which allows users to contribute and share multimedia annotations via mobile devices. A key feature of MobiTOP that is well suited for collaborative learning is that annotations are hierarchical, allowing annotations to be annotated by other users to an arbitrary depth. There is increasing empirical evidence from academic research and strong recognition among policymakers that wide diffusion and innovative uses of digital wireless phones are important sources of a country's economic growth and social development. Adopters do not necessarily adopt digital wireless phones at the same time though. Although the diffusion of innovation theory suggests five adopter categories according to their degree of innovativeness, this approach lacks theoretical justification and, more importantly, it makes a critical assumption of a normal distribution of adopters that needs empirical validation. Achieving an effective business design across the Internet and the off-line channel is a critical concern for a hybrid firm's choice of pricing strategy. Two pricing models are proposed to examine how consumer channel migration (one-way channel interaction from the traditional sales channel to the Internet) affects pricing strategy. One model has no interaction between the Internet and off-line channels. The other includes the possibility of one-way migration to the Internet channel and incorporates consumers' channel-switching costs and loyalty to the firm. Distributed POMDPs provide an expressive framework for modeling multiagent collaboration problems, but NEXPComplete complexity hinders their scalability and application in real-world domains. This paper introduces a subclass of distributed POMDPs, and TREMOR, an algorithm to solve such distributed POMDPs. The primary novelty of TREMOR is that agents plan individually with a single agent POMDP solver and use social model shaping to implicitly coordinate with other agents. Experiments demonstrate that TREMOR can provide solutions orders of magnitude faster than existing algorithms while achieving comparable, or even superior, solution quality.

When organizations collaborate they often do so using partially distributed teams (PDTs). In a Partially Distributed Team there exist at least two distinct sub-groups. In addition, at least one of the sub-groups has two or more members that are geographically co-located. Co-located members can meet face to face; chat in the hallway; have lunch together; and otherwise socialize with one another. On the other hand, remote members must rely on technology to communicate and work together. This distinct characteristic of partially distributed teams makes them especially susceptible to the In-Group / Out Group dynamic (Huang and Ocker, 2006). This dynamic …
