Journal of Economics, Management and Agricultural Development

The objectives of the study are two-fold. The first is to find out the relationship between the personal entrepreneurial competencies (PEC), as identified by Management Systems International, and the entrepreneurial intention of non-business students who are taking up an introductory entrepreneurship course. The second is to determine whether the entrepreneurial competencies of the students improved after taking the course. Using Spearman rank-order correlation, the study reveals that eight of the ten entrepreneurial competencies have a significant correlation with entrepreneurial intention although the relationship ranges only from moderate to weak. Open data movement has nurtured the growth of civic open source software (OSS) in the recent decade. This emerging phenomenon has demonstrated a way that a community can collectively utilize technology to solve its problems.

This study is based on software projects in brigades of Code for America, which is a network of organizations that group volunteers to create digital solutions to community problems. In this study, we analyze the software engineering practices of current civic open source software development, participants' motivations and perceptions of the projects, and provide insights on the antecedents of success of the application development.

This study was conducted to better understand the performance of the XCOR Lynx vehicle. Because the Lynx development was halted, the best knowledge of vehicle dynamics can only be found through simulator flights. X-Plane 10 was chosen for its robust applications and accurate portrayal of dynamics on a vehicle in flight. This article examines how cost growth factors (CGF) change over a program’s acquisition life cycle for 36 Department of Defense aircraft programs. Starting from Milestone B, the authors examine CGFs at five gateways: Critical Design Review, First Flight (FF), the end of Developmental Test and Evaluation (DT&E), Initial Operational Capability, and Full Operational Capability. Each CGF is assigned a color rating based upon the program’s cost growth: Green (low), Amber (moderate), or Red (high). Significant findings include dependencies among similar CGF color ratings and cost growth occurring primarily between FF and the end of DT&E during a program’s life cycle.

The United States increasingly relies on import to meet its demand for critical minerals. Using the case of rare earth elements (REEs), this paper analyzes the conditions and the strategies for the U.S. government to address import dependence. The paper finds that market factors, including the lack of comparable and sufficient substitutes and recycling, the high ratio of import relative to consumption, the high concentration of import supply by country, and regulations from the major supplier country, were insufficient to prompt intervention.
