Gascoyne has seen a series of rapid developments in recreational fisheries management, starting with the introduction of state-wide bag limits in 1991; followed by area specific controls at Ningaloo in 1992; landing limits in Exmouth Gulf in 1993; strict controls on the take of pink snapper in Shark Bay’s inner gulfs in 1997; new bag limits for Shark Bay in 1998; and the introduction of a management system for the charter and aquatic tour industry in 1999. The Abrolhos System is the Houtman Abrolhos Islands and adjoing State Territorial Waters. It is an important part of the Western Australian environment. The Tour Operator's Fishing Working Group (TOFWG) was established by the Hon Monty House MLA, Minister for Fisheries, in recognition of the growing importance of this element of the tourism industy and in recognition of the need to ensure that the development of this industry occurs in an ecologically sustainable framework across the Sate. The recommendations outlined in this report establish a management framework within which the aquatic charter industry may continue to develop, and which will ensure the long-term sustainability of the natural resources on which the industry is based.

NMRS (165 ha) was leased from "Daisy Downs" (Manager Mr Ken Thompson) in 1985. NMRS was established in response to famer and local goverment demand for more research on the shallow, heavy soils in a low rainfall area. It is run along similar lines to the East Chapman Research Station (ECRS), with large rotation paddocks (42 ha) set up to study farming systems the remainder of the leased area being used for general experimental purposes.

The report commences with a discussion of the diffusion and adoption model, and illustrates some of the research observations and practical outcomes that have emerged in recent years, An overview of social network research is presented as a means of understanding communication exchanges and providing data relevant to the diffusion debate. The communication and adoption studies are then reported in three separate sections in the order they were conducted. (A map of the location of the survey areas is shown in Figure I ) .
