1939 - Bulletin 18-F, California Irrigation District Laws, Revised

Bulletin 18-F is the eleventh volume in this series of publications. It includes the text of the California Districts Securities Commission Act and the four district acts that have been most used in creating organizations for the development and distribution of water for irrigation.

Following each legislative session since 1919, the Division of Water Resources and its predecessors, the Department of Engineering, and the Division of Engineering and Irrigation, have compiled and issued revised editions of these laws to include the numerous amendments and additions that have been adopted to meet changing requirements found necessary under operating conditions.

The investigation is an enlargement of a study outlined February, 1926, by the late state engineer, Wilbur F. McClure, and cooperating agencies. Work on the project was suspended in 1927 but was resumed early in 1928 at the request of the California Economic Research Council, whose committee on irrigation economics prepared the schedule used in the field investigation.

The report concludes with a list of actions that the Department could take to respond to future drought conditions.

This Executive Summary of the State of the Basin Report addresses the ramifications of prolonged drought by considering likely changes in groundwater head elevations, groundwater storage, and seawater intrusion in the event that the current drought continues. The study was designed to provide a statistically robust assessment of untreated-groundwater quality in the shallow aquifer systems. The assessment was based on water-quality samples collected by the U.S. Geological Survey from 100 groundwater sites and 70 household tap sites, along with ancillary data such as land use and well-construction information. The shallow aquifer systems were defined by the depth interval of wells associated with domestic supply. The Monterey-Salinas Shallow Aquifer study unit consisted of four study areas—Santa Cruz (210 km2), Pajaro Valley (360 km2), Salinas Valley (2,000 km2), and Highlands (5,250 km2).

Landowners at Carr Lake reported increasing issues with proper drainage of the agricultural fields that made up the vast majority of the former lake bed. The primary driver of the study was the recognition that a more complete understanding of the site topography and hydrology is necessary, both to frame the pertinent issues and to identify any measures that may be appropriate to enhance drainage in the ditch system. Therefore the project work plan included two main fieldwork components, topographic survey and hydrologic monitoring.
