Cost Overrun Optimism: Fact Or Fiction, David D. Christensen

Program managers are advocates by necessity, When taken to the extreme, program advocacy can result in the suppression of adverse information about the status of a program gram. Such was the case in the Navy's A-12 Program. In A-12 Administrative inquiry, Beach (1990) speculates that such abiding cultural problems were not unique to the Navy. To test that assertion, this paper examines cost overrun data on 64 completed acquisition contracts extracted from the Defense Acquisition Executive Summary database. Cost overruns at various contract completion points are compared with projected final cost overruns estimated by contractor and government personnel. 17 comparison …

The increasing cost of Department of Defense acquisitions combined with the shrinking Defense budget puts a premium on continuing the funding of only those programs that are practical and affordable. This emphasizes a need for good methods of monitoring the progress of programs. Current methods of controlling and evaluating cost performance are limited. It is our belief that the generation of S-curves using current Cost and Schedule Control Systems Criteria (C/SCSC) data will provide a mathematical and/or graphical approach to assist in the control of program costs. A Study Of Air Force Theater-Based Contingency Contracting Training Requirements For A Power Projection Strategy, Jon B. Tigges, Thomas J. Snyder

This research examined the training needs for contingency contracting officers for a Power Projection Strategy. Contingency contracting officers (CCOs) that deployed to Operation Desert Shield/Storm (ODS) where asked to provide their perceptions of the training they received before ODS, training and equipment needs identified as a result of lessons learned from ODS, and whether current training meets those needs. The results of the study show that CCOs believe there are many areas of training that can be improved to ensure future contingency participants do not have to relearn the same lessons of ODS.

The Entrepreneurial State Goes To Europe: State Economic Policies And Europe 1992, John J. Carroll, William E. Hudson, Mark S. Hyde

New England Journal of Public Policy

This article investigates state-level export programs in response to the emerging new economic and political regime of Europe 1992. Little related export promotion activity is found, even in states reputed to have the most active entrepreneurial policies. The authors conclude that states have few resources to invest in export promotion and are inappropriate jurisdictions around which to organize such policy, despite the much touted "entrepreneurial state."

Personnel Managers' Attitudes Towards Affirmative Action & Its Potential Correlates, Donna Dunville

Despite the controversy surrounding Affirmative Action (AA), relatively little research has appeared about attitudes towards these programs. In this research, an exploratory approach is implemented to assess the support of personnel managers for the theory of AA as well as the mechanisms designed to carry it out. Also, the relationship to Supreme Court decisions, relevant legislation, and numerous demographic, attitudinal, and organizational variables are examined for their impact on Affirmative Action attitudes. A questionnaire was utilized to assess support for AA and its correlates. The majority of personnel managers indicate support for both AA in theory and the mechanisms required …
