The New Certificates Of Financial Responsibility: Environmental Progress Or National Economic Disaster?, Paul R. Younes
Theses and Major Papers
The Oil Pollution Act of 1990 (OPA 90) is the first comprehensive oil spill legislation passed in the United States. Included in the law were new provisions governing the liability and financial responsibility of both the company responsible for the spill and the insurer. These provisions, while well-intentioned, have created a dangerous situation for both the environment and the economy of the United States. This paper will examine the financial responsibility and liability regime that was in place prior to the passage of OPA 90, and the provisions of OPA 90 that establish new requirements shipowners must meet to qualify …

Cost Management Competencies For Department Of Defense Program Managers, Brent R. Baxter, Kurt R. Bolin
Theses and Dissertations
The magnitude of money involved in the acquisition of defense systems and the public scrutiny resulting from cost overruns and program failures make cost management competence critical to program success. This research examined the cost management competencies required of defense program managers. A cost management competency model was developed from a foundation of past research. The model was evaluated through a mail survey of 682 intermediate and senior level military program managers in Air Force Materiel Command. The results provided by the 330 respondents indicate that 29 of the 47 competencies in the model were valuable to the program managers. …

Taxes And Dividend Policies: An International Study, Chinwe Edna Nweke
Taxes And Dividend Policies: An International Study, Chinwe Edna Nweke
Theses and Dissertations in Business Administration
The tax effects hypothesis states that dividends have a negative impact on the value of a firm due to the preferential treatment given to capital gains over dividend income in some countries. This study tests the tax effects hypothesis in five countries: Australia, France, Germany, Japan and United States. The countries are selected because each had a significant tax law change within the period of study (1983-1991) and therefore provides an excellent opportunity for validation of this hypothesis.
The tax effects hypothesis is tested by first examining the effects of tax law changes on dividend payout ratios and then by …

The Individual Investor : Investment Objectives, Strategies, And Tactics, Clive Walcott
The Individual Investor : Investment Objectives, Strategies, And Tactics, Clive Walcott
Theses
The individual investor's circumstances and investment behavior have received relatively little attention since it was discovered in the late sixties that he was withdrawing as a direct participant in the American equities market. The first major response to this withdrawal phenomenon was the 1974 Individual Investor Research Project (IIRP). For the first time, the individual investor's circumstances and decision processes were examined directly and not through broad-based trading statistics or portfolio simulations.
This current survey identifies the significant changes in investment objectives, strategies, and tactics since the IIRP. These changes were discovered when seven demographic variables were cross-classified with various …

Determinants Of Accounting Policy For Identifiable Intangible Assets, Yuan Chew
Determinants Of Accounting Policy For Identifiable Intangible Assets, Yuan Chew
Theses : Honours
This research replicates with modifications the previous study by Coombes, Otto and Stokes (1993) which examines the economic determinants of the amortisation of identifiable intangible assets (lIAs). The study focuses on the published consolidated annual reports of a sample of top 150 listed Australian companies, ranked by market capitalisation, as at June 1989, over the period 1989 to 1990, whereas the previous study by Coombes et al. (1993) concentrates on the top 150 listed Australian companies, ranked by market capitalisation, as at 30 June, 1988, over the period 1986 to 1989. The empirical evidence of the present research using contracting …

A Case Study Examining Factors Influencing Loan Pricing Within The R&I Bank, Yawar Zoeb
Theses : Honours
This paper sets out to examine the influence of variables that affect the pricing of commercial loans within the context of the R&I Bank. This will be achieved by collecting financial information on past business loan pricing decisions from a specific R&I Bank branch selected. The information so collected would be analysed from the viewpoint of understanding the pricing of risk. Of specific interest is the examination of loans in a branch to find out the distribution of loans across the spread of credit risk premiums. A credit risk premium, also referred to as the interest rate margin (IRM), is …

Graduate Theses and Dissertations
The purpose of this study is to explain and classify the behavior of corporate managers in the accounting standards setting process as it related to Statement of Financial Accounting Standards No. 106. Evidence from this study provides readers a better understanding of participation of corporate managers in the accounting standards setting process. To accomplish the objective, this study surveyed corporate representatives who responded to the Financial Accounting Standards Board's, February 1989, exposure draft, "Employers' Accounting for Postretirement Benefits Other Than Pensions," (OPEB). A sample of corporations whose representatives did not respond to the OPEB exposure draft, although the corporations did …

Achieving Total Compensation For Injuries To Coastal And Marine Resources: The Evolution Of Current Valuation And Compensation Methodologies, Marian Toon Mcphaul-Chester
Theses and Major Papers
Economists have developed numerous theories to calculate the total value of natural resources. These methods have been developed and applied over the last two decades. They continue to be refined through application and critique. Resource economists monetarily quantify the values which humans attach to coastal and marine resources. These valuation theories are the subject of much controversy in natural resource damage litigation. An understanding of the evolution of these damage provisions from the early common law actions to the current statutory remedies is essential those involved in coastal planning, management and litigation. This paper reviews these economic theories and the …
Mitigation Banking: A Potential Tool For Port Planners, Laura Kelley
Mitigation Banking: A Potential Tool For Port Planners, Laura Kelley
Theses and Major Papers
Mitigation banking has been used as a means of facilitating the permit process by removing the negotiation of appropriate mitigation for development from the confines of the permit process. A developer with frequent needs to mitigate for losses associated with Section 404 and Section 10 requirements may, using a mitigation bank, consolidate mitigation and in so doing, potentially reduce mitigation costs. As a result of route maintenance, as well as expansion requirements, ports were considered to be good candidates for sponsoring mitigation bank efforts. Port use of mitigation banking has not been as expected due to a lack of available …
Measuring The Quality Of Service Within Challenge Bank, George M. Gilchrist
Measuring The Quality Of Service Within Challenge Bank, George M. Gilchrist
Theses : Honours
This research project looks at how the management and counter staff of four branches of the Challenge Bank define quality of service and asks them to judge if they deliver that quality. lt also examines the climate for service in which staff operate. The project simultaneously explores the customers' idea of what constitutes quality service, and whether or not customers consider they receive it consistently. A review of the most recent literature on customer service from Australia and overseas, has provided a theoretical framework for the interpretation of the data. It was necessary to first define quality of service then …

A Review Of The Credit Application And Assessment Process From A Consumer Perspective, Natalie Dall
Theses : Honours
It has been noted by the consumer Credit Legal Service in Western Australia that there has been considerable debate about the lending practices of financial institutions. It is argued by many Financial Counsellors that lending practices, such as the assessment of using credit scoring, may contribute credit to the worthiness increasing number of consumers who are overcommitted. The Consumer Credit Legal Service has suggested that there is a need to seek information about the lending practices in Western Australia. The study reviewed the current credit application and assessment process that operates in Western Australia using a case study approach. The …

The Systematic Interest Rate Risk Of The Returns On Australian Bank Shares, Michael Shanahan
The Systematic Interest Rate Risk Of The Returns On Australian Bank Shares, Michael Shanahan
Theses : Honours
This paper examines the relationship bank share returns have with interest rate changes. Specifically, what is the systematic interest rate risk of Australian bank share returns. The reasons why bank shares and interest rates possibly have a relationship with interest rates are numerous, interrelated and complicated. Shares and interest rates generally have a relationship because of the comparison made between interest bearing securities and dividend paying shares. However, the relationship is compounded with banks, because of their exposure to interest rate risk. This paper involves two separate analyses. The firp.t part involves attempting to measure a bank share's interest rate …
Determinants Of A Firm's Approach To Accounting For Goodwill, Christine E. Taylor
Determinants Of A Firm's Approach To Accounting For Goodwill, Christine E. Taylor
Theses : Honours
The purpose of this study is to ascertain factors that may explain an Australian firm's approach to accounting for goodwill and to examine the diversity that existed in accounting for goodwill in the pre-standard era. Utilising a costly contracting framework, determinants of the accounting policy choice are proposed and three separate groups of hypotheses are formulated. The ex ante hypothesis in this study utilises industry as an explanatory variable that would be expected to explain the motivations of accounting choices by firms. It was found that there is no significant association between industry classification and the choice of method in …
Actuarial Computation Of Multiemployer Pension Plan Withdrawal Liability, Kelly A. Renze
Actuarial Computation Of Multiemployer Pension Plan Withdrawal Liability, Kelly A. Renze
Presidential Scholars Theses (1990 – 2006)
This project helps to demonstrate how pension actuaries must keep a constant eye on new laws. The pension industry is constantly bombarded with new laws which force them to alter policies and procedures. Because of the huge number of laws, it is difficult for all employees to fully understand every law. During my stay at the Principal, I discovered that many passages are interpreted differently by different people. I also uncovered some details through my research that other employees were not aware of.
Because of this complexity, it is often necessary to assign to one person, such as myself, the …

The Information Content Of Standard & Poor's Common Stock Ranking Changes, James Felton
Graduate Theses and Dissertations
This study examines the information content of Standard & Poor's common stock ranking changes. These rankings are derived from a system which begins with a computer-generated score for per-share growth, stability, and cyclicality of earnings and dividends for the most recent ten years of available data. Standard & Poor's then makes adjustments to the scores based on firm size, sales volume, "relative current standing,'1 and special considerations. The eight rankings are as follows: A+ (Highest), A (High), A- (Above Average), B+ (Average), B (Below Average), B- (Lower), C (Lowest), and D (In Reorganization). Although the rankings are not purported to …

An Assessment Of Effective Fund-Raising Policies Used At Private, Church-Related Undergraduate Colleges, Albin H. Grohar
An Assessment Of Effective Fund-Raising Policies Used At Private, Church-Related Undergraduate Colleges, Albin H. Grohar
Dissertations
Problem. Much of what is known concerning fund-raising policies and practices at colleges in the United States is anecdotal. Few empirical studies have focused on any aspect of fund raising. No known empirical study has identified those fund-raising policies that might help church-related colleges to be more effective in generating gift income from private philanthropy. The purpose of this study was to bring to light those fund-raising policies that may be associated with effective fund-raising programs at church-related colleges.
Method. Typically, fund-raising productivity is associated with total funds raised. An alternative way of assessing fund-raising effectiveness is to compare what …
