The Oil Pollution Act of 1990 (OPA 90) is the first comprehensive oil spill legislation passed in the United States. Included in the law were new provisions governing the liability and financial responsibility of both the company responsible for the spill and the insurer. These provisions, while well-intentioned, have created a dangerous situation for both the environment and the economy of the United States. This paper will examine the financial responsibility and liability regime that was in place prior to the passage of OPA 90, and the provisions of OPA 90 that establish new requirements shipowners must meet to qualify …

The magnitude of money involved in the acquisition of defense systems and the public scrutiny resulting from cost overruns and program failures make cost management competence critical to program success. This research examined the cost management competencies required of defense program managers. A cost management competency model was developed from a foundation of past research. The model was evaluated through a mail survey of 682 intermediate and senior level military program managers in Air Force Materiel Command. The results provided by the 330 respondents indicate that 29 of the 47 competencies in the model were valuable to the program managers. …

The tax effects hypothesis states that dividends have a negative impact on the value of a firm due to the preferential treatment given to capital gains over dividend income in some countries. This study tests the tax effects hypothesis in five countries: Australia, France, Germany, Japan and United States. The countries are selected because each had a significant tax law change within the period of study (1983-1991) and therefore provides an excellent opportunity for validation of this hypothesis.

The individual investor's circumstances and investment behavior have received relatively little attention since it was discovered in the late sixties that he was withdrawing as a direct participant in the American equities market. The first major response to this withdrawal phenomenon was the 1974 Individual Investor Research Project (IIRP). For the first time, the individual investor's circumstances and decision processes were examined directly and not through broad-based trading statistics or portfolio simulations.

This current survey identifies the significant changes in investment objectives, strategies, and tactics since the IIRP. These changes were discovered when seven demographic variables were cross-classified with various …

This research replicates with modifications the previous study by Coombes, Otto and Stokes (1993) which examines the economic determinants of the amortisation of identifiable intangible assets (lIAs). The study focuses on the published consolidated annual reports of a sample of top 150 listed Australian companies, ranked by market capitalisation, as at June 1989, over the period 1989 to 1990, whereas the previous study by Coombes et al. Mitigation banking has been used as a means of facilitating the permit process by removing the negotiation of appropriate mitigation for development from the confines of the permit process. A developer with frequent needs to mitigate for losses associated with Section 404 and Section 10 requirements may, using a mitigation bank, consolidate mitigation and in so doing, potentially reduce mitigation costs. The purpose of this study is to ascertain factors that may explain an Australian firm's approach to accounting for goodwill and to examine the diversity that existed in accounting for goodwill in the pre-standard era. Utilising a costly contracting framework, determinants of the accounting policy choice are proposed and three separate groups of hypotheses are formulated. This study examines the information content of Standard & Poor's common stock ranking changes. These rankings are derived from a system which begins with a computer-generated score for per-share growth, stability, and cyclicality of earnings and dividends for the most recent ten years of available data. Standard & Poor's then makes adjustments to the scores based on firm size, sales volume, "relative current standing,'1 and special considerations. Problem. Much of what is known concerning fund-raising policies and practices at colleges in the United States is anecdotal. Few empirical studies have focused on any aspect of fund raising. No known empirical study has identified those fund-raising policies that might help church-related colleges to be more effective in generating gift income from private philanthropy. The purpose of this study was to bring to light those fund-raising policies that may be associated with effective fund-raising programs at church-related colleges.
