Government regulators cannot mitigate the loss of wetlands and coastal erosion alone. Nonprofits, uniquely situated between coastal property owners with personal interests and governments with regulatory interests, are positioned to mediate the interests of different parties while considering local context and individual circumstances. However, it is unclear what roles environmental nonprofits play within the network of actors. This study asks: (1) What roles do environmental nonprofit organizations play in local stakeholder network arrangements for wetlands conservation and shoreline management? This chapter focuses on participatory mapping as an e-governance tool to facilitate public participation. Public participation is a key component of democratic governance, and there is a growing reliance on digital government tools such as the internet and social networking sites and geographic information systems (GIS). This chapter focuses on public engagement using information and communication technology, namely participatory mapping, known by a variety of terms such as participatory GIS (PGIS), public participation GIS (PPGIS), and voluntary GIS. More Than A One-Trick Pony: Exploring The Contours Of A Multi-Sector Covener, Madeleine W. Mcnamara, John C. Morris

Today's managers must find ways to identify and sustain productive relationships within multi-sector collaborative arrangements. This paper explores empirically the activities of a convener based on tasks identified by Agranoff and McGuire (2001) and applies this framework to the case of Virginia's Coastal Zone Management Program (VCZMP). We find that the convener displays characteristics described by Agranoff and McGuire, as well as characteristics of traditional hierarchical managers. This research suggests that both sets of skills are necessary for effective multi-sector collaborative governance.
