Social entrepreneurship has been identified as a solution to some of the world’s most pressing problems, including health, education, and environmental issues. Despite the rise in literature about social entrepreneurship, there is still a lack of understanding how place-based social entrepreneurship is being conceived and experienced by practitioners. The purpose of this paper is to explore the current business model of small fashion retailers and their green efforts in supply chain management based on the Six-R framework that consists of recycle, reuse, reduce, re-design, recovery, and remanufacture. This study also investigated the impact of COVID-19 on small fashion businesses. This study seeks to discover ways of improving the impact and effectiveness of entrepreneurial support organizations (ESOs) in the regional entrepreneurial ecosystem of Tampa Bay, Florida. First, the study establishes a comprehensive catalog (called the “Superset”) of potential support programs that might be offered by ESOs and consumed by entrepreneurs. Through empirical data collection, the programs in the Superset are ranked by entrepreneurs and ESO leaders according to their opinion of perceived value and importance for gaining the competency in said program. The rankings allow a mapping of the regional ecosystem to identify gaps, inefficiencies, and improvement opportunities.

Portfolio entrepreneurs have been shown to run fast-growing businesses and contribute significantly to wealth creation. The two most common form of contexts in which entrepreneurial actions are studied are opportunity-driven (Silicon-Valley type) and necessity-driven (poverty contexts). This study explores factors that influence entrepreneurial ecosystems. Clifton (2010, 2015) recommends entrepreneurship, better business models, and new business startups as a solution for economic renewal in the United States and specifically identifies disengaged workers and low-energy workplaces as the starting point. The recommendation does not address how to make workplaces conducive to entrepreneurial activity, nor does the recommendation address how to engage entrepreneurial employees.
