Organizations with large facility and infrastructure portfolios have used asset management databases for over ten years to collect and standardize asset condition data. Decision makers use these data to predict asset degradation and expected service life, enabling prioritized maintenance, repair, and renovation actions that reduce asset life-cycle costs and achieve organizational objectives. However, these asset condition forecasts are calculated using standardized, self-correcting distribution models that rely on poorly-fit, continuous functions. In terms of active duty personnel, the USAF is the smallest it has ever been since its creation in 1947. With fewer personnel to accomplish essential tasks, the training of Airmen is more important than ever. Outdated and irrelevant training can lead to gaps in the knowledge of trainees. The purpose of this research was to analyze the training needs of Civil Engineer (CE) Company Grade Officers (CGOs) in the contingency environment. Voluntary turnover is a concern for the military and many other organizations from a financial and performance standpoint. This study applied grounded theory to code and network comments provided by CE officers in 2010. The results of this study found the most influential construct that predicts turnover intentions to be the relationship of OPSTEMPO influencing interrole conflict. This conflict is increased by the workload at home station due to under manning within CE. A potential retention problem is facing company grade officers (CGOs) in the Air Force Civil Engineer (CE) career field. This is due to the stress caused by a demanding workload experienced during a prolonged period of conflict (Iraq and Afghanistan), which is compounded by a reduction in force. The possibility of reduced retention is thus a concern for CE leadership. Based on past research, and the prior study conducted by Riddel (2010), a new model of turnover intentions was developed. Several organizations within the Department of Defense, including the Air Force Civil Engineer, are actively engaged in strategic planning in an effort to create a roadmap for future capabilities and performance. The objective of this research was to analyze the strategic planning process of the Air Force Civil Engineer (CE) as well as the effectiveness of the Civil Engineer Strategic Plan (CESP). A survey was distributed to 865 active duty Air Force Civil Engineer company grade officers (CGOs) assigned to locations throughout the world. The survey was designed to assess the CGOs' current job satisfaction and their intentions towards making a career out of the Air Force. Additionally, the survey measured the CGOs' perceptions of outsourcing, and how they feel that it will influence the Civil Engineer career field. Relationships were evaluated between the perceptions of outsourcing and job satisfaction, and between job satisfaction and turnover intentions. Air Force civil engineer officers rely on published guidance to assist in establishing their career objectives. This thesis uses empirical data to evaluate the published Air Force career guidance. The data set is comprised of complete duty histories from all active duty lieutenant colonels in the civil engineer career field. The guidance implies a career path to become a civil engineer squadron commander but provides no empirical validation. This thesis follows a rigorous procedure to objectively evaluate the Air Force guidance. The guidance is translated into 24 research questions based on its main tenets. This thesis investigates the relationship between peacetime and wartime tasks for Air Force Civil Engineering career fields in regard to outsourcing. Relevant literature in civilian sector outsourcing techniques is then studied to determine how they decide on what to outsource and what to keep insourced. Peacetime tasks performed by individual career fields are correlated with the wartime tasks to determine if there is any valuable wartime training gained from the completion of peacetime work orders. Several interviews completed with Air Force Civil Engineer readiness experts to evaluate an importance factor for each career field wartime mission. This importance factor and …
