Will War's Nature Change In The Seventh Military Revolution?, F. G. Hoffman
The US Army War College Quarterly: Parameters
This article examines the potential implications of the combinations of robotics, artificial intelligence, and deep learning systems on the character and nature of war. The author employs Carl von Clausewitz’s trinity concept to discuss how autonomous weapons will impact the essential elements of war. The essay argues war’s essence, as politically directed violence fraught with friction, will remain its most enduring aspect, even if more intelligent machines are involved at every level.

A memorial for Ambassador-at-Large to Monitor and Combat Trafficking in Persons, John R. Miller (May 23, 1938-October 4, 2017). Ambassador Miller believed modern-day slavery, encompassing sex trafficking and forced labor, requires a principled global offensive that the United States is morally obligated to lead. In the four formative years he led the State Department’s Office to Monitor and Combat Trafficking in Persons, 2002 to 2006, John Miller set the office’s course as diplomatically aggressive and programmatically creative. Here I give an account of my life as a reader. The first books I remember enjoying are those that were read aloud on Captain Kangaroo, such as Mike Mulligan and His Steam Shovel, The Story about Ping, and Stone Soup. When I was a little older, in school we learned about science and current events from the stories in Weekly Reader. This was followed by an interest in baseball and the sports page in the local newspaper. In high school, I was more interested in films than books, but “visual literacy” has it place in life, …

Texas, War, And Empire: The American Empire In The Conquest And Annexation Of The Floridas And The American Southwest, Jon A. Welk

Arguments surrounding American Imperialism focus heavily on the 1890s and after, but preceding actions by the United States in the process of continental expansion present an image of imperialism in the first half of the nineteenth century. This paper examines the annexation of Florida, Texas, and the rest of the American Southwest through the lens of Mexican-American relations and international imperial competition to determine whether the United States was exercising an imperial agenda between 1803 and 1848. It then reapplies pre-existing arguments on American imperialism by Frank Ninkovich, Thomas McCormick, Dane Kennedy, and others to the same 1803-1848 timeline as …

This paper will attempt to reinterpret the early Cold War moment in Euro-American relations that gave rise to and ultimately destroyed George Kennan’s plan to reunify and neutralize Germany—the so-called “Program A” of 1948–49. Kennan envisioned his Program as the first and decisive step towards creating a “free European community” capable of acting as a non-aligned “third force,” thus ending the Cold War on the Continent. A Multi-Causal Approach To The Thirty Years’ War, Ethan Haan

The Thirty Years’ War was arguably the most consequential war of the Wars of Religion and of the wider European conflicts in the 17th century. The historiography on the causes of the war has been present ever since literature on the conflict became available shortly after its cessation. Since 1900, the debate over the underlying motivations has intensified and has become muddied in some areas. This study aims to summarize and clarify the previous positions that historians have taken on what caused the war, from religious urges to socio-economic and political factors. Civil War Or Genocide? The United Nations Commission Of Experts’ Misunderstanding Of The Third Balkan War Of The 1990s, Matthew G. Morley

When the country of Yugoslavia disintegrated into war, the United Nations created a research commission, the Yugoslav Commission of Experts, to document war crimes. This commission, led by Cherif M. Bassiouni, depicted the conflict as a perpetual problem with historical roots and also as having victims on both sides, which presented a legal-definitional paradox to the Security Council, requiring litigation of principles, categorization of conflicts, and discussion of further involvement - if applicable. This paper traces the essentialist understandings of the Commission of Experts and the International Human Rights Law Institute – two groups that otherwise had good intentions to …
