This research seeks to analyze and understand the approach and treatment of victims of sexual assaults stories and accounts using case studies of the Holocaust and the Rwandan genocide. Research was conducted by collecting and reading first-hand accounts of survivors and their experiences of sexual assault, then analyzing the historical response following the events. The two case studies are synthesized and compared in this project to understand which attributes of political and social policy effected the reception of stories of victims and witnesses of rape and assault. The Rwandan Genocide represents a glaring failure of the global community to provide humanitarian protection to targets of ethnic violence and slaughter. The complete indifference displayed by the United Nations provided extremist Hutu leaders with an environment for killing without a threat of foreign intervention. Calls by the leader of the United Nations Assistance Mission for Rwanda (UNAMIR), Roméo Dallaire to reinforce the mission both before and during the slaughter fell upon deaf ears as UN leaders attempted to justify their inaction. Agency, Identity, And Authority In Rwanda: 1950s Political Rhetoric As A Bridge To Post-Colonial Genocide, Amanda E. Rollinson

During the Rwandan genocide, Hutu targeted Tutsi and allies. Interpreting this complex event requires examining the late 1950s. Analyzing Tutsi and Hutu in central Rwanda in 1957 improves understanding of political and social context preceding the genocide. This study rejects that the genocide occurred as an inevitable event. Instead, it layers domestic actors with international groups: the White Fathers missionaries; the United Nations; Belgium; and the United States. Analyzing each group and synthesizing their interactions elevates Rwanda’s history from the falsehood of ancient adversaries to a complex, modern narrative. This thesis seeks to understand motivations for collective violence beyond the traditional explanations of ethnic hatred or racism. Often, historical scholarship focuses on ethnic hatred and racism, and elaborates on the processes by which those notions and hatreds came to be. Scholarship in the political science realm often gets past the hatred hypothesis but does not explore historical myths and legacy formation as they contribute to past and current violence. This thesis employs a case study approach to understand collective violence that is global and takes multiple cultures and religions into account. The following senior thesis examines France’s political, economic, and military relationship with Rwanda from 1962-present. It analyzes the questionable success of the French humanitarian intervention, dubbed Operation Turquoise, during the Rwandan genocide. Moreover, it explores how the neocolonial relationship between the two countries, and the so-called Françafrique system, while demonstrating the ways in which this relationship juxtaposed certain French notions of libérte, égalité, and fraternité. This paper explains how, before Belgian colonialism, the Hutu-Tutsi division was characterized by considerable ethnic fluidity but also social class differences. An Omen of Things to Come follows the story of a young man, recently entered into adulthood while he recounts the horrible histories, his own and those of his comrades and acquaintances, that have followed him through childhood, war, and the rediscovery of his father. Re-Framing The Slaughter: Remembering The Rwandan Genocide, Jordan C. Broutman

This project looks at both official and silenced discourse pertaining to Rwandan genocide remembrance. I look specifically at discourse at museums, memorials, memoir, and film. I argue that the Rwandan state exists in the midst of a political conflict that has produced dual memories of victimization. While the genocidal violence inflicted on Tutsi should be commemorated as uniquely cruel and inhumane, many Hutu experienced similar acts of genocide in the 1972 Burundian genocide and in eastern Congo at the hands of the Rwandan Patriotic Front.
