A Us$35 Million 'Hole In The Ground': Metropolitan Fragmentation And Cleveland's Unbuilt Downtown Subway, J. Souther

In the 1940s–1950s, Cleveland, Ohio, transit officials and a varied coalition of allies sought to construct a subway to distribute riders throughout downtown. Through two unsuccessful campaigns in the 1950s, the subway planning debate highlights the gradual erosion of downtown’s preeminence and corresponding rise of suburbia. It also sheds light on interest-based rifts within the downtown business establishment and across the social landscape of metropolitan Cleveland. More than transit history, the author argues, the mid-century Cleveland subway battles afford a close look at friction between influential leaders and ordinary citizens as well as competing place-based visions of the metropolitan future.

Renewing Spokane: A Study Of Motivating Forces Behind Downtown Revitalization Projects, Kara K. Mowery

This study examines the motivating forces behind downtown urban renewal projects through qualitative interview research. Using Spokane, Washington, as a case study, interviews were conducted with key players in downtown revitalization, including public administrators, private developers, and non-profit representatives. While neoliberal theory indicates that economic return serves as the primary motivation for investment, interview questions were designed to uncover whether additional motivating factors stimulate renewal work. Results indicate that those conducting renewal projects are primarily motivated by economics, but additionally cite heritage preservation values and community development as significant factors. The title of this book is a fine indicator of its essential theme, for this is the story of how the prevailing images of Omaha determined the objectives of city planning. From 1945 to 1973, Omaha's economy changed fundamentally, and this reality eventually changed how local decision- makers perceived their community. These new perceptions finally brought a new orientation in planning for the heart of the city.
