The purpose of this paper is to historicize contemporary gendered legal practices in the People’s Republic of China and to demonstrate that, despite rhetoric to the contrary, paternalistic assumptions rooted in Confucianism still inform the treatment of female prisoners today. Though China underwent massive political and economic shifts after the formation of the People’s Republic of China in 1949 and the death of Mao Zedong in 1976, certain longstanding societal principles were preserved in modern China, including long-held paternalistic stereotypes about the physical and mental fragility of women. This article argues that the People’s Republic of China uses its police and internal security forces as a nontraditional means of projecting strategic Landpower in the Indo-Pacific and Central Asia. Instead of limiting analysis of China’s power projection to military forces, this article employs new data on Chinese police engagements abroad to fill a gap in our understanding of the operating environment in Asia. Policymakers will gain an understanding of how these activities enhance China’s presence, partnerships, and influence across the region to inform the development of recommendations for a more effective response.

Strengthening ties with Taiwan is the best chance the United States has to preserve the liberal international order in Asia and improve its security relative to China. This study offers a normative perspective on how Taiwan can contribute to US-led international institutions and the Asian regional order and reduce conflict risk. It concludes with recommendations for the United States and its partners to integrate Taiwan into multilateral institutions in Asia.

The paper argues that the rise of China to a position of prominence in the contemporary world offers Western scholars a greatly expanded comparative perspective and, thus, an opportunity to re-assess their fundamental view of social reality. This comparative perspective draws attention to supra-national cultural unities, “civilizations,” first suggested by both Durkheim and Weber.

Taiwan has become increasingly important to the United States and its allies as the Russia-Ukraine War has united democracies against authoritarian expansionism and indeed has developed an international democracy-authoritarianism dynamic in global affairs. Part one of this article clearly outlined the geopolitical, economic, and soft-power reasons why Taiwan is strategically important. Part two reviews the development of US and allied policy statements on Taiwan—from the invasion of Ukraine in 2022 to the present—and provides policymakers and military strategists with incremental but realistic recommendations for understanding the current dynamic of the region and fashioning responses to deter further authoritarian aggression.

Beginning in the 1980s, a trend of traditional studies known as “guo xue,” (国学) meaning national studies, proliferated in the wake of socioeconomic changes in China. In particular, it encompassed the revival of Confucianism, giving rise to related activity such as the establishment of “national studies institutes” (国学院) and “Han study centers”. This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

Claims that China has taken “Russia’s side” in the Ukrainian War oversimplify Sino-Russian relations. We contend Sino-Russian relations are a narrow partnership centered on accelerating the emergence of a multipolar order to reduce American hegemony and illustrate this point by tracing the discursive and empirical foundations of the relationship using primary and secondary materials. Furthermore, we highlight how the war has created challenges and opportunities for China’s other strategic interests, some at the expense of the United States or Russia.
