A scan of a document presented to the University of Maine Community by Frederick E. Hutchinson, President of the University of Maine from April 1, 1992 to June 30, 1997. A memo accompanying the report in 1993 explained, "The preliminary plan contained 70 proposed actions aimed at improving the quality of the University's programs and services and maximizing efficient use and management of our resources...Developing the Downsizing Plan has been a difficult challenge, one I did not anticipate when I accepted the Presidency last year.
