The purpose of this paper, first of all, is to examine the many problems faced by the people living in town and country communities. By citing various authorities on the rural church, I will demonstrate how these problems also affect the church in town and country.

Secondly, I will discuss the need of a more specialized training for ministerial candidates for the town and country ministry. My research for this section included a study of the placement of ministerial candidates of The Lutheran Church--Missouri Synod between 1962 and 1967 by Allen Nauss. The object of this study is to investigate the mission motif in the life and thought of the people of Israel in three different periods in the nation's history, namely, the early monarchical period, the exilic period, and the post-exilic period. The inquiry seeks to determine whether or not Israel had a mission to the gentile nations during the Old Testament period, the nature of that mission, and the ways in which that mission was to be carried out. Stephen's speech leaves us with many questions. Our study will help to answer some of these questions. Chapter One of this study deals with some background issues, i.e., Who Stephen is among the Seven Deacons, and Who the Hellenists are, whose complaint threatened the unity and harmony of the church in Jerusalem. Chapter Two seeks to determine how the reporting of speech in ancient literature is to be understood.
