In late 1993 Nicholas Kristof argued in the pages of Foreign Affairs that “the rise of china, if it continues, may be the most important trend in the world for the next century”. Fifteen years later two things are clear: there is no longer any reason to wonder if China’s rise will continue and the impact of this surge in the East is now clearly the most important trend in international politics this century.

Forecasting The Storm: Power Cycle Theory And Conflict In The Major Power System, Dylan Kissane

Unpredicted and unpredictable storms have cut a disastrous swathe through coastal communities in recent years. If the international relations system can be imagined as a peaceful coast, then conflict is the storm that wrecks havoc upon those in its path. One goal, then, of those within the discipline who study conflict is to forecast these international storms and, in power cycle theory, there exists a method which is of some utility to this end. There are a number of reasons for thinking that human rights and harmony, two values much discussed with regard to contemporary China, make poor bedfellows. They emerge from different traditions and may apply in different ways: human rights setting a minimal standard and harmony articulating an elusive ideal. In addition, might not harmony demand the sacrifice of one person's rights in order to achieve some larger objective? Does not individual striving to protect one's human rights smack of disharmony? When I went off to graduate school, specialists in Chinese philosophy taught in philosophy departments at four significant graduate programs: University of Michigan, University of California at Berkeley, Stanford University, and University of Hawai’i. Today, of those four programs, only Hawai’i — which in contrast to the other three, has not been viewed as a strong broad-based graduate program1 — still has specialists in Chinese philosophy. My question here is: does this matter, and if so, to whom?

The Institutional Dynamics Of Early Modern Eurasian Trade: The Commenda And The Corporation, Ron Harris

The focus of this article is on legal-economic institutions that organized early-modern Eurasian trade. It identifies two such institutions that had divergent dispersion patterns, the corporation and the commenda. The corporation ended up as a uniquely European institution that did not migrate until the era of European colonization. The commenda that originated in Arabia migrated all the way to Western Europe and to China. The article explains their divergent dispersion based on differences in their institutional and geographical environments and on dynamic factors. The Big Payoff? Educational And Occupational Attainments Of Ethnic Minorities In Beijing, Reza Hasmath

Ethnic minority development in Beijing has been marred by deep-seated historical experiences of strained ethnic relations. In spite of this situation, this article demonstrates that ethnic minorities in the capital city have achieved greater educational attainments than the dominant, Han group. Yet, when it comes to their occupational outcomes in high-wage, education-intensive (HWEI) sectors, minorities seemingly pay an ‘ethnic penalty’. That is, the Han demographic are disproportionately represented in HWEI occupational sectors. Building upon previous evidence, this article discusses this discrepancy and offers suggestions for improvement. Drawing on interviews conducted among leading local and international NGOs operating in China, this article examines how NGOs understand and implement good governance and accountability principles and practices. It also examines how Chinese constituents and the general public perceive local and international NGOs. The discussion provides a basis on which to assess ways of improving governance and accountability practices for NGOs operating in China.
