The Bureau of Labor Education (BLE) at the University of Maine is a state-funded department of research and advocacy for Maine laborers and their issues. First established in 1966 by the Maine Legislature, the original aim of the Bureau was to foster education about the history and current issues of labor in today's techno-capitalist society, as well as advocate on behalf of labor. The Bureau teaches courses in Labor studies, contributes to and facilitates publications in labor studies and economics, and has retained robust relationships with some of Maine's most important labor allies, like Maine AFL-CIO. Irvin "Buzz" Caverly, Jr. began working at Baxter State Park in 1960 as Park Ranger I immediately after graduating from Lee Academy in Lee, Maine. In 1982, 22 years after first being hired as a ranger, Caverly was selected to be the Baxter State Park Director, a position he would remain in until his retirement in 2005. Caverly remained active with the park, accepting an appointment from Governor Baldacci in 2007 to serve as the Baxter Park Wilderness Trust Fund Commissioner.

William S. Cohen was born on August 28, 1940 in Bangor, Maine. His father Reuben, a baker, was a Russian-Jewish immigrant and his mother, Clara, is of Irish-Protestant extraction. Cohen graduated from Bangor High School in 1958, and from Bowdoin College with an A.B. cum laude in Latin in 1962. An accomplished athlete, he was named to the Maine all-state high school and college basketball teams, and, while at Bowdoin, he was inducted into the New England All-Star Hall of Fame. David White Trafford was born in Blaine, Maine, in 1916. He graduated from the University of Maine in 1939 and received MA and Ph.D. degrees from Indiana University. He joined University of Maine faculty teaching history and was appointed chair of the University of Maine Study Abroad Program in 1965.

Trafford was affiliated with the Institute of American Studies Abroad, serving as an honorary fellow of the Institute, vice president for admissions and, during the early 1980s, as director of the Institute-Affiliated British Studies Centre in Kent, England. This research was undertaken in the mid-1970s by Anthony M. (Tony) Kaliss to provide supporting data for use as a part of the land claims suit by the Passamaquoddy and Penobscot Tribes. The suit has long been settled and the tribes were federally recognized. Both tribes had been recognized and dealt with continuously since at least the 1700s first by the Massachusetts colony, then by the Commonwealth of Massachusetts as a state and then the State of Maine when it separated from Massachusetts in 1820. Walter S. "Bud" Schoenberger was born in 1920 in Pittsburgh, Pa. and died in Orono, Maine in 1998. He received his bachelor's and master's degrees from the University of Pittsburgh and his doctorate from the Fletcher School of Law and Diplomacy. He was a professor of political science, specializing in international relations at the University of Maine in Orono. He authored the book, Decision of Destiny, a Political Analysis of the Decision to Use the Atomic Bomb. The original College of Law (also known as School of Law) began its operations in 1898 and was located in Bangor, Maine in a building at Exchange and State streets. The building and records were destroyed during the 1911 Great Fire of Bangor. Following the fire the School relocated to a house at the corner of Second and Union streets in Bangor (now known as the Farrar building.

Before joining the University of Maine staff in 1952 Hamilton served as city editor of the Daily Kennebec Journal in Augusta, Maine. During World War II he served in the U.S. Coast Guard. He was instrumental in the drafting and passage of Maine's "Right to Know" law in 1959.

The Bureau was part of the progressive movement to professionalize municipal administration. The position of town manager became popular through this movement as a way to administer above the political fray. The Bureau hosted, delivered, and facilitated training for municipal and public employees on a range of subjects.
