As Opposition Leader Kevin Rudd made critical statements on the approach of the Howard government to the Pacific Islands. He called for a new approach from Australia, particularly toward the Melanesian states of Papua New Guinea, Solomon Islands and Fiji. This paper presents preliminary research about the donor aid programs that contribute to police-building in the `Arc of Responsibility' in the Pacific and Australia's `near-abroad'. It focuses on the capacity building projects that exist in Timor Leste and Solomon Islands with respect to police training. The two cases represent examples of exogenous state-building, situations in which the form and function of the state is to a great extent being dictated by outside actors. Sovereignty And Intervention In The Western Pacific, Charles M. Hawksley

The possibility of an ‘arc of instability’1 across the Western Pacific states of Papua New Guinea, Solomon Islands, Vanuatu and Fiji carries serious security concerns for the entire Pacific region. This paper examines Australian-led interventions in Papua New Guinea and the Solomon Islands to analyse the effects that they are having on the concept of sovereignty, both for states in the Western Pacific region and for international relations more generally.
