Partitioned States offers new perspective in the histories of Partition and its aftermath by connecting it to the long, drawn out and skewed formation of new national entities: India and East Pakistan. The book focuses on the Bengal Partition and locates its narrative within the intersection of long term cross border movement, chronic small-scale violence, the emergence of a document regime, and biased national refugee policies, all of which contributed to the formation of national citizenships in India and East Pakistan. The protection of Australia's maritime borders and sovereign interests at sea has, in recent times, increasingly become a leading national security issue. The arrangements for surveillance and enforcement in Australia's maritime zones have seemingly been in almost constant review in what has become a highly politicised issue. Our main thesis is that the U.S. has a duty of justice to adopt an open border policy with regard to economic migrants because it is significantly responsible for the unjust social and economic conditions that bring such migrants to its borders. From this perspective, President Bush’s recent “guest worker” proposal is morally objectionable because it is designed more to serve U.S. business interests than the interests of the migrants. We address three objections to opening borders: it will worsen the economic condition especially of low-skilled native workers; it will harm developing countries by increasing the so-called “brain drain”; and …
