This thesis addresses the assessment of innovative practices in police chaplaincy. The purpose of the project intervention is to develop protocols that can guide police chaplains through an assessment process. The intervention relies on practical theology as exemplified through the ministry of chaplaincy. This ministry comprises police chaplains offering spiritual comfort to persons encountering critical incidents involving violence, accident, or other trauma-intensive events and situations. Adoption of innovations can allow police chaplains to be more effective in fulfilling many outward-focused tasks such as delivery of death notifications. In 2015, Baltimore city erupted after the death of Freddie Carlos Gray. He was a 25-year-old who was forcibly placed into the back of a police van and after riding in the van, sustained several injuries that resulted in his death. After the video footage was shown to the public, a tension bubbled in the air that cause what seemed like weeklong protests and riots. According to previous research, African Americans in Cleveland, OH, reported having more negative experiences with the Cleveland Police Department (CPD) than any other demographic in the city. Furthermore, The U.S. Department of Justice, Civil Rights Division, determined that the CPD had regularly engaged in excessive force by police officers. Community violence exposure (CVE) among Black emerging adults ages 18-29 in the United States is a major public health concern. However, an unknown is the nature of the relationship between Black emerging adults CVE and substance use when the perpetrator(s) of the violence are the police and the violence is experienced as a race-based traumatic event. The Classes of Racism Frequency of Racial Experiences (CRFRE) measure assesses individuals’ exposure to perceived racism-based events. A gap in literature exists surrounding years of service, training, and ethical attitudes within the law enforcement industry. The proposed hypothesis was that years of service in law enforcement and hours of in-service training were interactively related to an officer's ethical attitudes as related to ethical orientation. Black males are often the recipients of police brutality, criminal stereotyping, and inequitable treatment in higher education. This qualitative study examined the experiential narratives of 15 Black male college students’ perception towards law enforcement officers. The data was collected via one-on-one interviews, concluded with a focus group, and then presented in narrative forums. The participants’ feelings, attitudes, or beliefs about themselves as Black males significantly contributed to their inherent identification of the cultural challenges associated with law enforcement officers. Single mothers and their children residing in high-crime communities (HCCs) in the United States are disproportionately exposed to crime, and therefore, the criminal justice system. Specific challenges of single motherhood in HCCs compound the link between juvenile offending and single-female-headed households. Little is known, however, about how single mothers in HCCs perceive and use the police as a resource to help prevent juvenile offending, specifically gun violence. Inhabitants of the poor French banlieues are rejected and isolated from the larger French society, who refuse to acknowledge their marginalization. As a result, the cycle continues where no political change is made. African American males experience homicides significantly higher than other groups throughout the United States. More African Americans are victims of violence, especially deadly violence, compared to any other racial or ethnic group. While research has been conducted on the association between perceptions of police and violence among African American men ages 18 to 44, no research exists on whether social media use moderates this association among African American men ages 18 to 44. This thesis examines the link between anthropogenic climate change and mass incarceration by examining how governments address conditions in and around prisons resulting from hurricanes and wildfires. Critical Environmental Justice, Treadmill of Production and Destruction theories are synthesized using what is debuted here as an intersectional camera based on the theory of intersectionality. This study explores a series of events that occurred in the spring of 1876. The relationship between the Indianapolis city government, the Marion County Courts, the Indianapolis Police Department, and the African American community came together to usher in changes never before envisioned. The Indianapolis Police Department (IPD) was formed in 1855, then disbanded 12 months later in a political dispute. From 1857-to-1876, the IPD was all white. These changes took place as the Reconstruction era was coming to a close. The first Ku Klux Klan was at its apex, terrorizing black communities, and Jim Crow was coming into its …

This thesis examines the National Advisory Commission on Civil Disorders’ (Kerner Commission) investigation from 1967 to 1968 of the urban violence that occurred throughout the late 1960s in the United States. The study focuses on the process by which the Kerner Commission’s research and investigation became the conclusions and recommendations found in the Final Report they produced. For purposes of analysis, three sections of the commission’s research and findings were examined—the relationships between urban violence and racism, the police and minorities, and the press and urban violence. This study investigated law enforcement officers' perceptions of the legal, normative, and practical considerations that are implicit in their decisions when faced with using physical force. Law enforcement officers observe and protect fundamental human rights. A significant problem, however, is that physical force is sometimes misused, impacting public confidence in police services. The study was framed by Durkheim's conflict theory and Beirie's concepts of police corporate culture and social control. This thesis examines the potential impact of community oriented policing in Latin America through a series of case studies from Brazil, Mexico, Chile, Colombia and El Salvador dating from the early 1990’s to the present. They are analyzed through a typology that organizes community oriented policing strategies according to costliness to the police. Costliness is defined as the amount of power that the police have to renounce to the community to implement a certain strategy. Over the past three decades, many scholars have examined the prevalence, consequences, and official sanctions of sexual violence. The following study builds on past research by quantitatively examining police and crime analyst discretion in sexual assault claims. Using recently accessed data from the Las Vegas Metropolitan Police Department from 2008 through 2010 and utilizing labeling theory, rape myth literature, and the theoretical perspectives of justice processing outcomes, I assess the extent to which police officers and crime analysts are influenced by extralegal variables like victim and offender's race, victim's age, the location of assault, incident characteristics, and victim's background. This thesis looks at the nature of violence with its endemic, and increasingly epidemic presence in Brazil. I analyze the structure of the justice system, police force, and the many governmental security programs in order to better explain why Brazil is so violent and its government has been unable to control this violence. Living under violent conditions, Brazil has become a society where the efficient functioning of the public sphere has been undermined.
