The main goal of this report is to document and assess the hiring and retention of Latino faculty, from all the different combined nationalities that fall within this particular U.S. Census rubric,at the selected sample of SUNY institutions. This is doneby rank and (where possible) by gender, beginning between 2000 and 2002 and ending either in 2009 or 2010 (depending upon the campus). Much of this data is compared tothat for African American, Asian, and non-Latino white faculty categories at the same SUNY institutions. Dual language programs can reverse the school segregation that results from tracking students by language ability. Such programs have been effective in positively influencing Latino students’ educational achievement. This research report draws attention to the quest of school leaders and parents to achieve successful academic results for immigrant students. In contrast to prevalent schooling practices in the United States, dual language programs are supportive in teaching children a new language. This study explores the level of compliance with New York State laws on bilingual education in selected school districts. Our assessment of compliance with New York State Education Department (NYSED) regulations on bilingual education is based on the 2008-2009 CR Part 154 applicationsfiled by the schools. The CRPart 154 applications we examined for this reportc ontain 2007-2008 data on the number of identified ELLs in each school, as well as the number of ELLs served by bilingual and ESL programs as reported by the schools. This report focuses on the political attitudes and vote choices of the city’s growing Latino population. An analysis of population flows in New York City since the 9/11 terrorist attacksprovides an important context forunderstanding shifts in turnout and the role immigration is playing in shaping the city’s electorate. These trends, in turn, bear on the continuing diversification of the city’s Latino population, and especially its Latino electorate. The New Americans Exit Poll opens a window onto the diversity of the New York City Latino electorate, and raises questions about the interplay of immigrant political incorporation and Latino identity.

This qualitative case study explored how New York’s in-state tuition policy is being implemented for undocumented immigrants at two community colleges within the City University of New York (CUNY) system. This investigation discovered that CUNY has devoted its own resources in the development of workshops, training sessions, manuals, and centers to assist in the implementation of this measure. Also, this study found that — while these colleges and CUNY overall have made a commitment towards the successful implementation of this policy — undocumented immigrants still face barriers in obtaining in-state tuition rates. Latinos in the New York State’s labor force grew in numbers by 61% during this period compared to 22% for blacks and only 3% for non-Hispanic whites. From these proportions it follows that the workforce development efforts in the state should pay special attention to minority workers, especially Latinos. This report assesses the degree to which available resources in this area are being used to service this group of workers.From this review, the authors infer that of the millions of dollars invested in workforce development efforts in the state, the proportion allocated to address the Latino workforce is astonishingly small. …

This study focuses on understanding why and how Latinos decide to migrate within New York State, specifically in Albany. The authors examine the reasons that push Latinos to migrate internally hoping to find alternative explanations from those provided by neoclassical economics approaches which argue that migration decision-making processes are based on rational cost-benefit calculations (Massey et al. 1997). This report presents data from a quantitative study carried out in 2007 among Latino women living in Albany, Schenectady, Montgomery, and Rensselaer Counties. A community-based convenience sampling strategy was employed because of the difficulty in identifying a sample of Latinas in the Capital District region. Latinos make up a much smaller proportion, albeit growing proportion, of the population in the Capital Region compared to New York City. Unlike major cities or areas of high concentration of Latinos, there are no large regions or neighborhoods in the Capital Region known to have a concentration of Latinos. The Centro de Estudios Puertorriqueños/Hunter College and Fordham University Graduate School of Social Service collaborated on this report to review the health and mental health status of Latinos/as. This analysis integrates national and local statistics from published reports and scholarly articles. Based on the analysis of Hispanic health and mental health, the authors have generated a set of recommendations for policies targeting the health and mental health needs of Latinos/as and promoting their overall well-being. Aside from these specific recommendations, they call for more disaggregated data collection about Hispanic subgroups.

This paper calculates the economic consequences for the state of New York from failing to ensure that all students graduate from high school. The analyses in this report indicate that there are substantial economic benefits from raising the rate of high school graduation for New York state. These benefits can therefore be interpreted as the maximum amount that could be spent by federal and state/local governments on educational programs to improve the graduation rate.

The picture painted in this brief is mixed. On the one hand, Latinos lag significantly behind the aggregate of the US population in positive housing indicators and are overrepresented in the categories of negative housing indicators, and they do so for 2003 as they did in 2001, 1999 and 1997. On the other hand, over this period there has been some progress in some areas of concern; but this progress has not been necessarily consistent. This policy paper includes recommendations to improve housing for latinos.
