In 1989, American federal arts policy changed suddenly and drastically when the National Endowment for the Arts (NEA) gained unprecedented attention in Congress for controversial grant awards that supported two visual artists. Prior to this, federal arts policy was an insulated subsystem run by experts applying high art aesthetic standards to grantmaking. Informed by punctuated-equilibrium theory (PET), this investigation of congressional rhetoric shows that Republican policy entrepreneurs during this time effectively set a new, more negative tone about federal arts policy by harnessing conservative culture wars messages. In this thesis, I track political rhetoric surrounding poverty and welfare from 1950-2005. I first provide thorough context on the history of welfare policy in the United States and the way these issues were framed by politicians leading up to the period my data covers. My analysis centers on 108 political party platforms from the national Republican and Democratic parties and from state parties in North and South Carolina, ranging from 1950 to 2005 (31 of which I located in archives and manually digitized for the first time ever). The present study investigated predictors of decent work among a sample of women Veterans (N = 354), grounded in the Psychology of Working Theory (PWT). A structural equation model demonstrated that women Veterans’ experiences of marginalization, economic constraints, work volition, and career adaptability all directly predicted their ability to secure decent work, and economic constraints and marginalization experiences indirectly predicted decent work via work volition. Proactive personality was additionally examined as a moderator variable and did not significantly moderate any model paths; however, it was found to be a unique predictor of decent work and work volition, as well …

Through a quantitative analysis of the relationship between New York city council campaigns’ spending and election results between 2001 and 2017, controlling for key factors such as incumbency, I find substantial and statistically significant positive effects for radio advertising on election outcomes. I find small but significant effects for mail, and smaller sized effects for canvassing. My findings underscore the need for further study of the role of ethnic and community media outlets, such as radio, in shaping voter behavior. Under Xi Jinping, China has expanded its aid allocation worldwide and has introduced global infrastructure projects to connect itself to countries everywhere. With such ambitious aid allocation, China has been the recipient of both admiration and scorn on the international stage. This paper assesses these concerns using data from 2000 to 2017 to determine how Chinese aid affects recipient states’ economic and political institutions.
