"On May 15, 1972, Arthur H. Bremer shot Alabama Governor and Democratic presidential candidate George Wallace five times at close range with a .38 caliber revolver during a campaign stop in Laurel, Maryland. The shooting in the Washington, D.C. suburb ended Wallace’s political career and he was paralyzed from the waist down for the remainder of his life. In November, thirty-five years later and in the middle of another political season, Bremer was released from the Maryland State Penitentiary in Hagerstown on November 6, 2007. China's Good Earth: From Urbanization To Rural Development Under Hu Jintao 'S Administration, Jessica Wade

This paper analyzes the recent efforts of the Chinese government to facilitate rural development. It reviews the Chinese Communist Party (CCP)’s previous emphasis on urban-based growth, the history behind the shift towards rural development, and the attempts by President Hu Jintao to move from extensive urban development towards sustainable rural development. It asserts, first, that much of China’s urban-based development was intentionally encouraged by the government, and second, that the CCP is now deliberately moving its investment and focus to rural-based growth. At the end of the Cold War, John Mearsheimer published the article, “Back to the Future: Instability in Europe after the Cold War”. The widely-cited piece included four predictions for the post-Cold War European geopolitical landscape founded on the theory of offensive realism, the realpolitik approach that Mearsheimer had established and developed over more than a decade of scholarship. However, the emergence of a post-Cold War and pan-continental peace suggests that something was wrong with Mearsheimer’s predictions and, by implication, the theory that informed them. Their life stories explore these concepts which help them to carry out a search for Truth, which is deeply linked with the sufferings the horror of the past inflicted to them to the point of being haunted by the past. Hoje a Constituição é a norma das normas. Daí há consequências hermenêuticas. Ao contrário das teorias que importam interpretação tradicional e, por vezes, em grande medida ultrapassada, para o Direito Constitucional, a tendência actual é a inversa: dada a supremacia da Constituição, deve ser a metodologia constitucional a exportar hermenêutica para o todo do Direito. Para isso, começamos neste artigo com grandes princípios de hermenêutica intra-constitucional. Depois se passará à exportação.

Despite the high educational and occupational attainment—and considerable talent—of women in Massachusetts, the state ranks just 22nd in the nation on women's overall share of top executive, legislative, and judicial posts, compared to their share of the population. The goals of this study were to (1) calculate the percentage of women holding senior-level positions in state government at these four points in time; (2) analyze the distribution of appointments by type of position and executive office; (3) provide possible explanations for the status of women’s representation in these positions; and (4) offer recommendations that will serve to promote the appointment …

Both religion and mass media are politically important in the United States. However, little is known about the political role of religious media. Religious media might be politically influential because they help translate religion into political thinking and because their consumers are likely to internalize the political cues these media provide. We find that almost a quarter of the public claims to have relied on religious media when making voting decisions in 2000. Religious media users felt significantly closer to George W. Bush and Pat Buchanan and farther away from Al Gore and were more likely to vote for Bush …

Ethiopia Is Now: J. A. Rogers And The Rhetoric Of Black Anticolonialism During The Great Depression, Aric Putnam

The Italian invasion of Ethiopia in 1935 inspired grass roots political activism in black America. To understand how this foreign policy issue became such a pressing domestic concern for black Americans, this essay analyzes an influential interpretation of the crisis, a pamphlet by J. A. Rogers entitled The Real Facts About Ethiopia. I argue that Rogers's text critiques the nature of race under colonialism by illustrating how state boundaries and racial categories are coordinate, strategic operations of colonial power. Second, I demonstrate how the text contrasts this parochial racial context with an alternative framework in which identity can be performed, …

In his most recent book on the moral duty to obey the law, A. John Simmons considers and rejects a number of natural duty approaches to justifying political authority. Among the targets of Simmons’ criticism is the account defended by the book’s co-author, Christopher Heath Wellman. In this essay, I evaluate the force of Simmons’ objections to Wellman’s account of political obligation. As will become clear below, I think Wellman’s defense of the duty to obey the law defective in certain ways—but not in all of the ways that Simmons argues it is. Bribes V. Bombs: A Study In Coasean Warfare, Gideon Parchomovsky, Peter Siegelman

The use of bribes to co-opt an enemy’s forces can be a more effective way to wage war than the conventional use of force: Relative to bombs, bribes can save lives and resources, and preserve civic institutions. This essay evaluates the efficacy and normative desirability of selectively substituting bribes for bombs as a means of warfare. We show how inter-country disparities in wealth, differences in military strength, the organization of the bribing and recipient forces, uncertainty about the outcome of the conflict, and communications technology can contribute to the efficacy of bribes. We discuss methods for enforcing bargains struck between …
