This paper reports on rape used as a tactic of war, outlining the scope of the problem and introducing policy options to address the issue on a global scale. Policy options targeted at relief services include increasing direct aid through funding fistula surgeries, building rural hospitals, and providing skills training for women awaiting surgery. Additional policy options addressing the problem at its root include legislative changes to stop impunity at the International Criminal Court, revising the Convention on Genocide to include sex and gender, utilization of devices such as the Rape aXe, and changing the culture of misogyny through educational …

In recent years, satirical news programs like The Daily Show with Jon Stewart have emerged as an important development in contemporary American society, culture, and politics. Critics have argued that The Daily Show has a negative impact on the political attitudes of American citizens by making them cynical about government and the political process as a whole. As a result of these attitudes, they argue, citizens are less apt to participate in politics and, in turn, this behavior is detrimental to American democracy. Understanding Africa’S China Policy: A Test Of Dependency Theory And A Study Of African Motivations In Increasing Engagement With China, Nkemjika E. Kalu

African states are increasingly engaging with China--politically, socially and economically--especially through the machinations of the Forum for China-Africa Cooperation (FOCAC). This dissertation asserts that Africans are willing partners of the Chinese, motivated by their state-centric belief that engagement with China is in their national interest. This assertion contradicts the assumption of most literature to date that appears to borrow from the logic of dependency theory and presents African nations as pawns, subject to the demands of a dominant and exploitative China, who is benefiting at Africa’s expense. Highly technical policy decisions present daunting challenges for democracy. In order to hold public officials accountable, citizens must be able to see how policy decisions stand to affect their interests. If they are unable to do so, they can find themselves exposed to bureaucratic domination through the discretionary power of bureaucrats, scientists, or policy experts. One of the major tasks of empirically informed democratic theory is to analyze and evaluate practices and institutions that use public participation to try to render highly technical public decision-making more accountable to the public, and therefore more legitimate. No leader of the 20th century had made greater impact than Deng Xiaoping. Under the late Chinese leader's tenure, which lasted from 1978 to 1992, hundreds of millions of Chinese were lifted from poverty. The chaos that was the Cultural Revolution gave way to steadfast economic development that turned China into a key player in the world economy.

The Latino Vote And Obama’S Reelection Possibilities: A Quantitative Assessment Of Its Possible Impact On Nine Swing States, Justine Calcagno

Introduction: This study examines the potential impact of the Latino electorate on nine key swing states (Colorado, Florida, Iowa, Nevada, New Hampshire, North Carolina, Ohio, Pennsylvania, and Virginia) for the 2012 presidential election.
Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.
Results: Assuming that current polling data are somewhat accurate, Latino voter turnout and the direction of the Latino vote may not be as meaningful …

The Asian American Electorate In 2012: Estimates Of Voter Registration In Eleven Massachusetts Cities And Towns, Paul Watanabe, Michael Liu

Massachusetts’ Asian American community continues to grow rapidly and accordingly Asian American electoral participation increases in importance. Voting is a vehicle to expand opportunities and to enhance their role in the selection of public officials and influencing public policies. This participation, however, does not come easily for some groups and especially for those with a large immigrant component such as the Asian American populations. To be eligible to vote, adult residents must be United States citizens by birth or naturalization, but that is not enough — citizens must also be registered to vote.

Everywhere in Canada, election night now produces a television extravaganza, with the commentariat out in full force. The next day newspapers chime in with their reporting, as the country wakes up to further analysis of what has happened and what the future might bring. From the vice-regal perspective, however, the path to be followed after every election is always clear and always the same: the conventions of responsible government must be respected and politics eschewed. This paper examines the pre and post January 25th political dynamics in Egypt, how these have affected the role of women in the private, public and political spheres. It analyzes the dynamics of the development of Egyptian women’s organizations, and the extent to which these may develop into an Egyptian feminist movement. An overview of historical, political, and social contexts of the role of Egyptian women’s organizations will provide an understanding of their main accomplishments from Nasser to Mubarak. The Center for Women in Politics and Public Policy at the University of Massachusetts Boston released this fact sheet just prior to the November 2012 general election. Currently, just less than one quarter (24.5%) of Massachusetts legislators are female, putting Massachusetts behind all other New England states when it comes to the election of women to state legislative office. Vermont has the highest percentage (38.9%) of women in its legislature in the New England region.

America's states' rights tradition has held much influence since the ratification of the U.S. Constitution in 1788. In late 1798, in response to the Federalist administration's adoption of the Alien and Sedition Acts, the Virginia and Kentucky Resolutions were formally adopted by the legislatures of Virginia and Kentucky respectively. These resolutions set a lasting precedent for state interposition and nullification. As well concurrence with these doctrines can be found in the Virginia Resolves of 1790, the constitutional debates of 1787-1790, and all throughout the colonial-revolutionary period of the 1760s to 1780s. In time, the Virginia and Kentucky Resolutions would gain …

This Essay, which was written for a Law and Contemporary Problems symposium on Stanley Hauerwas, tries to develop an account of public engagement in Hauerwas’ theology. The Essay distinguishes between two kinds of public engagement, “prophetic” and “participatory.” Christian engagement is prophetic when it criticizes or condemns the state, often by urging the state to honor or alter its true principles. In participatory engagement, by contrast, the church intervenes more directly in the political process, as when it works with lawmakers or mobilizes grass roots action. Prophetic engagement is often one-off; participatory engagement is more sustained. Because they worry intensely …

It identifies social and political developments, as well as legal and theoretical developments, that have occurred in the 21st century and that demand that reformulation.
