This paper reports on rape used as a tactic of war, outlining the scope of the problem and introducing policy options to address the issue on a global scale. Policy options targeted at relief services include increasing direct aid through funding fistula surgeries, building rural hospitals, and providing skills training for women awaiting surgery. As a result of these attitudes, they argue, citizens are less apt to participate in politics and, in turn, this behavior is detrimental to American democracy. African states are increasingly engaging with China--politically, socially and economically--especially through the machinations of the Forum for China-Africa Cooperation (FOCAC). This dissertation asserts that Africans are willing partners of the Chinese, motivated by their state-centric belief that engagement with China is in their national interest. This assertion contradicts the assumption of most literature to date that appears to borrow from the logic of dependency theory and presents African nations as pawns, subject to the demands of a dominant and exploitative China, who is benefiting at Africa’s expense. Highly technical policy decisions present daunting challenges for democracy. In order to hold public officials accountable, citizens must be able to see how policy decisions stand to affect their interests. If they are unable to do so, they can find themselves exposed to bureaucratic domination through the discretionary power of bureaucrats, scientists, or policy experts. One of the major tasks of empirically informed democratic theory is to analyze and evaluate practices and institutions that use public participation to try to render highly technical public decision-making more accountable to the public, and therefore more legitimate. Introduction: This study examines the potential impact of the Latino electorate on nine key swing states (Colorado, Florida, Iowa, Nevada, New Hampshire, North Carolina, Ohio, Pennsylvania, and Virginia) for the 2012 presidential election.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Results: Assuming that current polling data are somewhat accurate, Latino voter turnout and the direction of the Latino vote may not be as meaningful …

Massachusetts’ Asian American community continues to grow rapidly and accordingly Asian American electoral participation increases in importance. Voting is a vehicle to expand opportunities and to enhance their role in the selection of public officials and influencing public policies. This participation, however, does not come easily for some groups and especially for those with a large immigrant component such as the Asian American populations. To be eligible to vote, adult residents must be United States citizens by birth or naturalization, but that is not enough — citizens must also be registered to vote.

It analyzes the dynamics of the development of Egyptian women’s organizations, and the extent to which these may develop into an Egyptian feminist movement. The Center for Women in Politics and Public Policy at the University of Massachusetts Boston released this fact sheet just prior to the November 2012 general election. Currently, just less than one quarter (24.5%) of Massachusetts legislators are female, putting Massachusetts behind all other New England states when it comes to the election of women to state legislative office. Vermont has the highest percentage (38.9%) of women in its legislature in the New England region.

America's states' rights tradition has held much influence since the ratification of the U.S. Constitution in 1788. In late 1798, in response to the Federalist administration's adoption of the Alien and Sedition Acts, the Virginia and Kentucky Resolutions were formally adopted by the legislatures of Virginia and Kentucky respectively. These resolutions set a lasting precedent for state interposition and nullification. As well concurrence with these doctrines can be found in the Virginia Resolves of 1790, the constitutional debates of 1787-1790, and all throughout the colonial-revolutionary period of the 1760s to 1780s. In time, the Virginia and Kentucky Resolutions would gain …

This Essay, which was written for a Law and Contemporary Problems symposium on Stanley Hauerwas, tries to develop an account of public engagement in Hauerwas’ theology. The Essay distinguishes between two kinds of public engagement, “prophetic” and “participatory.” Christian engagement is prophetic when it criticizes or condemns the state, often by urging the state to honor or alter its true principles. In participatory engagement, by contrast, the church intervenes more directly in the political process, as when it works with lawmakers or mobilizes grass roots action. Prophetic engagement is often one-off; participatory engagement is more sustained. Because they worry intensely …
