Countering Violent Extremism: The Role Of Aid And Development Assistance Programs, Gregory L. Rose

The recent Strategic Insights paper Security through aid by Anthony Bergin and Sarah Hately on the use of aid and development assistance to enhance security gives attention to important but currently neglected opportunities to counter violent extremism. Those opportunities can be broadly conceptualised as positive and negative: positive building of resilience and negating the potential misuses of aid. In this post, I will focus on lessons to be learned from environmental management which could be applied to negating the misuse of aid and development assistance in a security context.

Major changes have been made recently to Australia’s official aid program. Funding has been cut sharply. Australia’s aid agency AusAID has been absorbed by the Department of Foreign Affairs and Trade and no longer exists as a separate entity, reducing the autonomy of the aid program.

New statements of the main objectives of the aid program have removed the clear primacy formerly given to poverty reduction and put more emphasis on Australia’s national interests and economic growth.

The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Specifically, access to efficient and affordable energy services is a prerequisite for achieving the Millennium Development Goal (MDG) relating to poverty eradication.
