It has not been the intention of the writar to give a definitive biography of Hugh Blair Grigsby but only to relate his observations and participation in the Virginia Constitutional Convention of 1829-30.
The major portion ef the material collected in the preparation of this paper has been taken from the papers and diaries or Grigsby in the Virginia Historical Society. Much information also was gathered from the Virginia State Library, being derived largely from current newspapers during the time of the Convention.

Virginia's initial response to the news of the war was the patriotic reply of all citizens when the national flag is attacked. Within a few days, however, the party strife over the origin of the war and the fight for the political pie to be gained at its conclusion began. The state at this time, and the resulting political maneuvering thwarted a more active support of the war.

The following thesis offers an impression of American opinion toward specific events relating to the rise of Nazi Germany through an analysis of selected newspaper editorials and articles. While the direct influence of public opinion upon foreign policy can rarely be documented, there seems to be a general agreement that an "intimate" relationship does exist between the two. This interdependence ultimately generates a form of symbiosis, which permits an examination of one of these areas to lend insight into the other.
