I am attempting in this paper to describe the colonial ideas and institutions, which must have influenced George Mason in the writing of his Declaration of Rights for the Virginia Convention of 1776. First, I will show the effect of European thought and customs in the colonies. The English liberal tradition, which culminated in the seventeenth century struggle for civil liberties and a constitutional monarchy, is quite important. Since the Declaration of Rights can not be understood unless its immediate background is known, I will discuss the more American aspects of colonial life, which must have affected George Mason's political …

Two years ago this coming August I was fortunate enough to acquire the manuscript around which this treatise is built. When I acquired it I was of the opijnion that it was in Jefferson's own hand-writing. However, upon investigation I have discovered that although the body of the letter greatly resembles Jefferson's hand, th esignature is not his. Therefore, the most plausible explanation is that this is a contemporary copy of a letter which Jefferson wrote. It was customary in Jefferson's day to have several scriveners whose sole duty was to copy letters. This may be such a copy. Or, …
