John Locke in his Second Treatise on Civil Government quoted extensively from Richard Hooker's Laws of Ecclesiastical Polity. It has often been taken for granted that Hooker was a precursor of the political theories of the origen of government, the consent of the governed, and sovereignty as developed and perfected by Locke.
