This dissertation examines the history of the evolution of United States international education policy from 1900 to 2024, employing document analysis methodology to explore key themes that have shaped its trajectory. The study utilizes Cooper et al.'s (2004) Four-Dimensional View of Policy theory (normative, structural, constituentive, and technical) to analyze the complex interplay between diplomatic objectives, economic considerations, national security concerns, immigration, internationalization of higher education, and international students in the United States. Through a thorough examination of the underpinnings of Classical education, as well as the history of South Carolina College, it is clear that the classical system is superior to the later University system imposed upon the College during the Reconstruction period. Classical education began in the Greek philosophic schools, such as the Academy and the Lyceum, and was intended to enrich the soul of its students, as well as to equip them for leadership in the future. Island Of Tranquility: Rhetoric And Identification At Brigham Young University During The Vietnam Era, Brian D. Jackson

The author argues that beyond religious beliefs and conservative politics, rhetorical identification played an important role in the relative calmness of the BYU campus during the turbulent Sixties. Using Bitzer's rhetorical situation theory and Burke's identification theory, the author shows that BYU's calm campus can be explained as a result of communal identification with a conservative ethos. He also shows that apparent epistemological shortcomings of Bitzer's model can be resolved by considering the power of identification to create salience and knowledge in rhetorical situations. The originality of Frederick Jackson Turner can be recognized against a background consisting of evidence of his contributions to the two fields, history and teaching. The stage will be set by a short biographical treatment of Turner. This avenue of approach will lead to an elaboration of Turner's major historical interpretation. This concept will be described and two subordinate facets of his thesis will be examined briefly. The teaching aspects of Turner's career will be illuminated by analyzing the inseparable historian-teacher relationship and, in addition, the quality and lasting effects of his influence will be treated.
