This study was initiated to demonstrate how declining neighborhoods can be revitalized through the cooperation and Partnership of local residents, financial institutions, and local government. The Neighborhood II Conservation Plan assumes that interested and informed residents can plan their own environment just as they plan their own family affairs and budget their incomes. The plan further assumes that residents working together as a team can revitalize their neighborhood at the point of decline. This study pursues various approaches to neighborhood preservation which may be useful to other cities.

Dickey-Lincoln School Lakes Project

The proposed Dickey-Lincoln School Lakes Project in northern Maine is a multipurpose installation on the St.John River. The combination hydroelectric power and flood control project is located in Aroostook County, Maine, near the Canadian border. The two proposed earth fill dams located at Dickey are 10,200 feet in length with a maximum height of 335 feet. They would impound 7.7 million acre feet of water at a maximum pool elevation 910 feet mean sea level. Utah County, Utah, and more particularly the Utah Valley area, has undergone an enormous change during the last forty years. Rapid growth and urbanization brings with it the problems of urban sprawl. Controlling this sprawl is determined often times by an effective growth policy. Mapping and analyzing growth patterns and trends is a useful method in determining the effectiveness of the "growth towards the cities" policy of Utah County. Research was conducted by using maps, air photos, and field work in locating the growth history of the county.
