There are a wide range of forms of domestic violence in the North Caucasus. Recent years have shown the scale of its spread and the complexity of the fight against domestic violence in the region. The spread of domestic violence in the region is facilitated by the residents themselves, traditional institutions, and religious structures that increase their influence. In addition, the authorities are not interested in solving the problems of domestic violence, and they hinder the work of human rights organizations and activists in every possible way. In the wake of Pakistani dictator General-Zia-ul-Haq’s Islamization process (1977-1988), the country experienced an unprecedented tilt towards religious fundamentalism. This initiated judicial transformations that brought in rigid Islamic Sharia laws that impacted women’s freedoms and participation in the public sphere, and gender-specific curbs and policies on the pretext of implementing a religious identity. This suffocating environment that eroded women’s rights in particular through a recourse to politicization of religion also saw the emergence of equally strong resistance, particularly by women who, for the first time in Pakistan’s history, grouped and mobilized an organized activist women’s movement to challenge Zia’s oppressive …

Women And The Making Of The Tunisian Constitution, Rangita De Silva De Alwis, Anware Mnasri, Estee Ward

This article attempts to glean from field interviews and secondary sources some of the sociopolitical complexities that underlay women’s engagement in Tunisia’s 2011-14 constitution-making process. Elucidating such complexities can provide further insight into how women’s engagement impacted the substance and enforceability of the constitution’s final text. We argue that, in spite of longstanding roadblocks to implement and enforce constitutional guarantees, the greater involvement of Tunisian women in the constitution drafting process did make a difference in the final gender provisions of Tunisia’s constitution. It also examines the cultural challenges that help explain the status of women in Bolivia and the obstacles women face to become politically active. From Undemocratic To Democratic Civil Society: Japan's Volunteer Fire Departments, Mary Alice Haddad

How do undemocratic civic organizations become compatible with democratic civil society? How do local organizations merge older patriarchal, hierarchical values and practices with newer more egalitarian, democratic ones? This article tells the story of how volunteer fire departments have done this in Japan. Their transformation from centralized war instrument of an authoritarian regime to local community safety organization of a full-fledged democracy did not happen overnight. A slow process of demographic and value changes helped the organization adjust to more democratic social values and practices.
