This document proposes historic preservation guidelines for the downtown area of the City of St. George, Utah. It grew from a summer internship with the city where I took inventory of the streetscape in the Historic Downtown and prepared recommendations in the form of a PowerPoint Presentation that was given to the city council. This paper summarizes the summer internship and introduces a more appropriate approach based on reflection of the internship. Adults are responsible for selecting and creating the environments where their children and youth live, but it is not clear if these places contain the qualities that young people value. In this study, high school students from three communities were surveyed regarding their perceptions of where they live to determine whether indicators identified by previous research as qualities that youth value are present in those communities and perceived to be important. Although the results suggest the indicators are important to the adolescents, their communities lack a majority of them and this has contributed to low satisfaction ratings. The omnipresence of consumption in advanced societies is indisputable; spaces designed to facilitate consumption (or means of consumption) are one aspect of that presence. On the surface, these spaces appear to be quite harmless dreamworlds full of possibilities, but at another level they are highly instrumental, composed of various mechanisms that work to sell commodities through the manipulation of consumer behavior. I argue that consumption spaces express a logic of movement, and a consumption logistics, that is based on the commodity form and relatable to warfare that works to domesticate consumers into the commodity system. This study examines the LEED-ND pilot rating program created by the United States Green Building Council (USGBC), the Congress for New Urbanism, and the Natural Resources Defense Council (NRDC) in 2007. The rating system is evaluated based on its application as a broad set of national standards meant to encourage green neighborhood development. The main case study is a master planned community in semi-rural Paso Robles, California. Among other things, the study discovers problems related to the application of the rating system in semi-rural and rural regions of the Western United States. An adaptation, for the purposes of this research, is any alteration, physical or behavioral, made by a person in which the person is better able to survive in their "hazardous" natural environment. Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. Abstract: The U.S. Pacific coastal states are at risk from both locally and distantly generated tsunamis. This vulnerability can be reduced by effective hazard management plans, but no studies have been conducted to determine how local jurisdictions have incorporated tsunami hazard management into their planning frameworks. This paper analyzes the quality of hazard management plans from 43 coastal counties in these states. Plan quality was measured by a plan evaluation protocol defined by five components and 37 indicators. The results show that few Pacific coastal counties have prepared well for tsunamis. Most plans have a weak factual basis, unclear goals …

This research contributes to the field of land use planning by examining the effects of demographic trends--also known as demographic futures--on growth and development projections for seven communities in the Mojave Desert region of San Bernardino County, California. Demographic trends based on California Department of Finance projections and land development data supplied by the Southern California Association of Governments were obtained for each of the communities for the period between 1990 and 2001. How a policy or planning tool (e.g. BRAC) contributes to real and perceived conclusions from policy implementation is the main focus of this research. This research examines differences between real and perceived encroachment issues and concerns through study of military installations and their contiguous communities using post-BRAC opinion data compared to conclusions drawn from pre-BRAC and post-BRAC empirical data. Environments conducive to walking may help people avoid sedentary lifestyles and associated diseases. Recent studies developed walkability models combining several built environment characteristics to optimally predict walking. Developing and testing such models with the same data could lead to overestimating one's ability to predict walking in an independent sample of the population. More accurate estimates of model fit can be obtained by splitting a single study population into training and validation sets (holdout approach) or through developing and evaluating models in different populations. Local jurisdictions’ coastal zone land use plans play an important role in protecting critical coastal resources and ensuring coastal communities’ sustainable development. This study extends the previous national and regional measurement systems to local coastal zone land use planning. This study evaluates 46 California local jurisdictions’ coastal zone land use plans and analyzes the factors influencing local coastal zone land use planning capacities. The descriptive results show that planning quality varied widely in scope and content, and did not fully utilize available coastal management tools and mechanisms to influence local development patterns. Local land use planning has profound impacts on environmental quality; however, few empirical studies have been conducted to systematically measure local land use plans’ environmental assessment quality and to identify the factors influencing it. This paper analyzes the quality of 40 Environmental Impact Reports (EIRs) of local jurisdictions’ land use plans in California. A plan evaluation protocol defined by five core components and sixty-three indicators is developed to measure the quality of local land use plans’ EIRs. The descriptive results indicate that the local jurisdictions produce relatively good quality on its EIRs, but there is still much room for improvement. …

However, much of the recent literature dealing with the meat processing industry focuses on the migration it generates towards small, rural towns in the American Midwest. Located on the Ozark Plateau, this 43-unit housing development is a LEED-ND (Neighborhood Development) pilot project to be built for $60/sf plus $2.3 million in infrastructure costs. The studio objective is to design a demonstration project that combines affordability with best environmental practices as designated by the U.S. Green Building Council (USGBC). Porchscapes is a pioneering Low Impact Development (LID) project funded under the U.S. Environmental Protection Agency’s Section 319 Program for Nonpoint Source Pollution.
